Motivation is a very important part of human resources management. In the world of global economy and information society, the enterprises have to promote the individual potential energy and transform the human resources to human capital in order to gain advantages in the severe competition. In essence, motivation is a kind of management strategy. The level of the motivation strategic determines the effects of the motivation. Therefore, based on increasing the key issue of strategic and manager's motivation art, this study carried out the deep study in the aspects of the motivation process, motivation mode building and implementation path, by using statistical analysis, model reasoning, and empirical research method, adopting motivation theory, leadership theory, system theory and cybernetics.Based on the analysis of the previous materials, this study, firstly, gives a definition of the strategic motivation to make it clear. Then, it illustrates the characteristics, component and category of the motivation to have a outline of the strategic. It analyses the strategic mechanism from the aspects of formation, realization, evolution and restriction; and it also points out to input satisfaction and engagement by inputing motivation resources and motivation method under the adjustment and transformation of the motivation strategic. Its implementation includes three main processes which are the system design, decision control and space inducement. It changes constntly in the evolution and degradation. At the same time, there are rules and sub-rules and chaotic boundary. It illustrates the evaluation index and evaluation method, implementation situation, phenomenon and correction. Based on this, it analyses the strategic motivation mechanism and builds the theory mode. It introduces the strategic into the usual relationship between the generic motivation and engagement . It use strategic to adjust the direction and strength of the relations between the engagement and generic motivation ,and makes the satisfaction as the mediation, makes the strategic as moderator variable between the motivation and engagement. It also analyses how to make motivation produce engagement and it build the strategic space topology structureIn order to verify the design and the model, it makes the design. Taking the native Chinese cultural characteristics into consideration and making references of the research results, it compiles the strategy evaluation form, which includes satisfaction, engagement, strategic, generic motivation and basic information. It evaluate the engagement from the aspects of commitment, belongings, and achievements; It evaluates the strategic from the aspects of system design, decision control and space inducement; It evaluates the generic motivation from the aspects of leadership, individual development, characteristics, organization environment, salary and welfare. On the base of massive evaluation it carried out the empirical research on the questionnaire and data quality.The verification and analysis stage. It uses structure formula and multi-factor statistical analysis to analyze the components of the strategic motivation. In order to test the function of satisfaction in the model, it uses structure formula to study the motivation's function on the engagement; and verify the satisfaction's mediator effect on the encouragement. It use generic motivation as the independent variable, encouragement as the dependent variable, strategic as the moderate variable and makes the regression in five levels including interaction, non-linear function, curve function. It analyses the strategic and its three dimention: system design, decision control and space inducement.It also analyses agility and moderate function of the strategic between generic motivation and encouragement and analyses how strategic affect the direction and strength of the relation between them. It divides the strategic into three levels: low, media, high. It studies the strategic under different level and the three level's moderator effects on the encouragement. It shows that the strategic has different levels and under different levels, the same motivation investment produce different engagement. Then, By using sex, age, education, and position as the moderator variable, and based on different generic motivation boundary levels, it can be shown that different restriction have certain effects on the moderator function, and the effects are different.At last, according to the results, it promotes the implementation path, and it also points out that strategic motivation implementation needs the system analysis, adjustment and transform of the state. It illustrates how to design and control the strategic motivation from the system design, decision control and space inducement. In the system design, it promotes the leading role of the system design and it also promotes the strategic motivation's implementation path from decision control, decision control situation. It studies the space inducement form individual space inducement, group space inducement and interaction inducement. Based on this, it studies the strategic motivation model formation and up-gradation.Through the study on the strategic motivation, it puts forward how to make the motivation resources in fully use to realize the overall emerging effects of the motivation resources, that is, the least investment with the most output.
