Research On Modeling And Evaluation Of Producer Service Supply Chain Based On Service Outsourcing

Supply chain management has been widely concerned by practitioners and academics in recent years. However, most of these studies is manufacturing oriented, the majority of existing supply chain researches focus exclusively on the manufacturing sector which are centered on the transformation of physical products. Researches on the services transformation are relatively insufficient and immature. With the rapid development of service industries and service outsourcing, especially in the producer service domain, the research on service supply chain management has become an important trend and branches in the study.Our research on service supply chain management is in the perspective of producer service supply chain management. On the basis of the theories relating to producer services, we clarify the definition of producer service supply chain in the perspective of producer service outsourcing. The producer service supply chain management is an integrated management of service information, service processes, service capacity, service performance and service funds from the earliest service supplier to the ultimate customer in the process of producer services outsourcing.In order to gather the information on producer service demand and the status of producer service outsourcing, we conduct a survey with questionnaire and interviews on some manufacturing enterprises in Lucheng District, Wenzhou city. Based on the survey, we figure out the rationale of producer service supply chain, which contain three aspects: external pulling force, internal pushing force and environmental factor.The paper also builds up a common producer service supply chain management model. In this model, the integrated service supplier act as the core in the chain, and the manufacturing enterprises are the ultimate customers. It also contains multiple levels of indirect service providers. Therefore, as a branch of product supply chain, the producer service supply chain, together with the product supply chain, constitute the manufacturing enterprises' supply chain systems. According to the comparative research of service supply chain and product supply chain, and combining with the characteristics of producer services, the paper explored the properties of producer service supply chain.As a core of producer service supply chain, the integrated producer service supplier plays a leading role in the design and operation of the producer service supply chain. In this paper, we analyze the design processes of producer service supply chain, which mainly including services requirements analysis, services type analysis, the supply chain structure design and operation mode selection, as well as service supply chain operation and evaluation. We devised the producer services into three different types, namely the general routine services, the customized design services and optional modularized services. Accordingly, we put forward the lean supply chain operational model, agile supply chain operational model, and lean - agile supply chain model.In producer service supply chain operation, the selection and evaluation of services outsourcing vendor is essential. With the reference of product supplier evaluation system, the paper gives a service provider selection and evaluation framework which contains six second-level indicators and eighteen third-level indexes. The second-level indexes are service quality, service flexibility, service prices, service capacity, cooperation and potential development. We adopted a combination method with AHP and entropy value method to evaluate and select the service suppliers. The method uses the advantages of both the entropy method and the AHP method.Following simple and effective principles, we proposed a performance evaluation model of producer service supply chain. This evaluation model is a systematic framework, which describes the service supply chain performance in three dimensions: content dimension, hierarchy dimension and composing dimension. The evaluation model contains three kinds of second-level performance and twenty third-level indexes. The second-level indexes are customer value, service operational performance and cooperation performance. And then, we subdivide the second-level indexes into twenty third-level indexes and give out the quantification method accordingly. At last, we choose a hybrid model of DEA/AHP in order to combine the merits of these two methods and to avoid their shortages.Finally, the paper gives a case in human resource outsourcing to verify our model and methods. In the case, we design and build a corporate employee training outsourcing supply chain, help the enterprise to choose a satisfied training service provider, and evaluate the performance of the training outsourcing service supply chain. Through the case study, the model and methods are proved to be an effective and operable one.
