Southern African Development Co-ordination Conference ( SADCC ) was established in 1980 and transformed into Southern African Development Community(SADC)in 1992. SADC is one of the largest and most successful regional inter-governmental organizations in Africa. As the precursor of SADC, the significance of SADCC could not be neglected.The paper studies the background and course of the establishment of SADCC, the co-ordination of SADCC in the fields of transport and communication, agriculture and food security, trade and industry, mining, energy and human resources , the relations of SADCC with South Africa, western developing countries and international agencies and the background and course of the transformation into SADC.The paper contends that though having made some achievements in some co-ordination fields, SADCC had had some limits because of the special historical settings of Southern Africa and the members'weakness. But anyway, still SADCC had had irreplaceable historical significance in relating to its creating base and frame for SADC.
