The study of industrial clusters in academic circles at home and abroad has become a hot issue of common concern, especially for processing or tech industry cluster study, but the study of resource-based industry cluster is not yet thorough enough, particularly in China. As the current global shortage of resources ,the energy crisis, the deteriorating environment, continuing to accelerate, at the backdrop of it, it is clearly necessary and timely to have conduct full, in-depth research on China's industrial clusters and also the development of resource-based industry has a very important strategic significance for the development and utilization of resources, resource-based industrial development and regional socio-economic development.Based on extensive understanding and analysis of resource-based industrial clusters in the meaning, characteristics, classification and resource-based industry cluster of geographical distribution. The major innovations and contributions are the follows: 1 Discusses the exact meaning and identity of resource-based industrial clusters .Resource-based industry cluster refers to natural resources development and processing industry, dominated by the large number of interconnected companies and institutions in a certain geographic space, industry gathered to form communities.
