The function and role of transmission network is changed fundamentally with worldwide power industry deregulation and reconstruction. Under the new condition, transmission companies must ensure the network to be provided openly and fairly to all users, including generators, electricity distributors and consumers, and make sure the electric energy transported to the loaders with security, economy and high-quality. The transmission companies could eventually receive certain transmission service tariff from users. In this context, transmission pricing issues, namely, how to charge transmission network users effectively, reasonably and fairly, is becoming a cutting-edge and practical significance hot issue.Consideration issues above, the function of transmission network and the relative service are firstly studied in this paper. In respect of China's realities, a systematice market functions of transmission networks are suggested, followed by which important issues about transmission pricing in power market, namely, transmission congestion pricing, transmission loss pricing, net loss allocation and transmission taxation mechanism, are analyzed respectively.Considering the common framework of China's regional market, an economic analysis was made, in order to compare the pricing differences between centralizd and bilateral trade mode. Based on the theoretical analysis, this paper made a new system on transmission cost and pricing methods. Firstly, considering the transaction characteristics of transmission network in the power market, congestion cost-sharing procedure is proposed, followed which a simulation is made to test the suggested model. Secondly, combined the status quo with variety bilateral transactions in power market, based on the relevant theoretical research of artificial intelligence and game theory, the transmission network loss allocation method considering fair market is studied. During the gradual liberalization process of electricity market, the loss allocation strategy might even become the outcome of market participants' negotiations. Loss allocation proposed is compatible with such flexible results of the negotiations. Thirdly, in order to ensure the transmission service providers to recover the cost reasonably, to reach the cost-effective goals in short and longer term, the sensitivity matrix which is based on the marginal theory is suggested, the transmission tariffs allocation method is preliminarily designed.On behave of the techonology and service's promoting, a price regulation model is suggested at last. The research results play an important role to support the exploration of electricity market, such as the research and implement of patterns and rules for the direct trade between generators and consumers.
