A Study Of An Innovational System Based On The Triple Helix Theory Model

Innovation means the development of productivity, a fundamental driving force for national development. Since 19th century, with the development of science and technology, the global economy and society have witnessed fundamental changes. The innovation theories are also intensified gradually, ranging from free-developing innovation to national innovation system. In the late 20th century, the triple helix model had become a key national or regional innovation strategy, which emphasized the innovation as equally important in the tripartite among government, industry and the academy, closely overlapped to form an innovative spiral body, and jointly promoted the development of innovation.Starting from the development path of the innovation-oriented nations, the paper analyzes the role of governments in the organization of innovation, the leading role of the academy in the area of innovation-related knowledge and the main role of the industry in innovation, revealing that a coordinated relation in the innovation process is the key to improving innovation ability. In the triple helix model, the innovative power, the spread of innovation and the eco-environment for innovation have undergone a qualitative change, which enhance the innovative power, accelerate the spread of innovation, and improve the innovation environment. Taking the triple helix theory model as an instruction, the study draws lessons from the advanced countries on ways to enhance our innovative power, accelerate the spread of innovation, improve the industrialization rate of technology, and provide a favorable environment for innovation. To further strengthen the relationship between government, industry and the academy, this paper studies the legal norms of policy in relationship among government, industry and the academy as well as details about how to enhance the relationship among government, industry and the academy.Based on the study of High-tech Industrial Development Zone of China, this research uses the actual survey data obtained from field work to illustrate the real situation of the relationship among government, industry and the academy in the High-tech Zone and analyzes the real problems of innovation in the High-tech Zones in China. The paper proposes that to speed up China's economic restructuring and improving China's innovation ability, we must build a knowledge-oriented government, learning-oriented enterprises, and research-oriented universities, establish a national innovation committee and national innovation groups to incorporate government, industry and the academy into an entity, develop fund for innovation and perfect the science and technology market, and built an innovation system with Chinese characteristics...
