Innovative Economy And Policy Research

In the present era, human society has already entered an important period in which innovation of science and technology are constantly emerging and economic structure is quickly adjusting. Enhancing capacity for independent innovation and building an innovative country is the core of our national science & technology, economy and society development strategy. State-level science & technology industrial parks of China play a crucial role in independent innovation, building an innovative country and prompting economic development fast and well. Analyzing the allocation of policy of STIPs that is an economic carrier which have innovative character has already become a pressing academic and practical problem. Through analyzing and studying innovation economy that is a special organization for innovation and its policy issues, the dissertation aim at showing the intending development orientation and the construction of policy system of Chinese STIPs. To do this is more theoretical value and practical significance.The dissertation has some innovative progresses in theory and method, academic angle of view and research content. In the aspect of theory and method, it is based on innovation economics, use the systematic analysis method to unfold the running process of innovation economy, and use the conception of sociology of science, economics and policy science to analyze the related problems so as to transcend discipline priority to study the issues of construction of policy system of high-tech park. In the academic angle of view, it pays attention to political foundation, state institution and policy system that shape the special relationship of our Chinese science & technology and government. In the content of study, it makes effort to study the medium and small technology-based firms that occupy the subject status and their policies and measures.By constructing the conceptual model of innovation economy, the study of dissertation can be divided five parts:First, it elucidates the theoretical basis of conceptual model of innovation economy. Through reviewing the evolution course of economic growth theory, it is clarified the core role of technology, knowledge and innovation in economic growth. Meanwhile, the relation between technology, knowledge and innovation is also clarified. Based on above study, the realization way of innovation in space and organization in new period is denoted as innovation economy. In the dissertation, innovation economy is an economic and social synthesis that can be formed in the processes of innovation of technology and knowledge and realization of economic value of innovative achievements in certain region.Second, it studies the operating mechanism of innovation economy. From the angle of system structure, innovation economy is composed by the system of knowledge's creation and generation, the system of industry's innovation, the service system for innovation and the public affair sectors. In the operation of economy, the activities of R&D of innovation economy not only promote endogenous growth, but also come into being a closed circulation in economy return. And in this process, industries have the tendency of clustering by division of work deepening, and then it reduced the institutional cost of enterprise, enhanced market competitiveness of enterprise, and increased economic benefit of enterprise. Creative economy is creating enormous economic benefits by humanizing the sense of innovation. In the aspect of mechanism of innovation, firms engaged in commercial process of technology and knowledge with different dynamic patterns and the actions of innovation of firms diffusing and permeating to larger innovation networks by transcending the boundary form systematic knowledge coupling which be constructed by innovation networks, innovation communities and innovation clusters. In the aspect of running guarantee, government plays a positive role.Third, it analyses the policy problems and situation of process of innovation of innovation economy. Focus on heterogeneity of innovative elements and its different sensitivity for policy and based on scientific community's today transformation, the innovation community and its internal normal structure is analyzed, then the innovation community's suggestion of policy is put forward. In terms of operating mechanism of innovation economy and normal structure of policy with related, four pieces of propositions of policy problems are deduced. These propositions are respectively the capability of knowledge's creation and generation and gestating innovation, the capability of industry clustering and economy leading, the capability of globalizing and participating in international competition, the capability of innovation services and government's involvement in innovation. For the complexity of society and interdependence of all kinds of social factors, innovation usually occurs in certain situations, so the economic and non-economic institution that innovation economy embeds in is analyzed.Fourth, it brings forward the specific ways of governance of innovation economy. The organizational frame of innovation, especially the difference organizational molds for management of Chinese STIPs in practical operation is studied. Attaching most importance to governance of relationship that is formed around innovation by innovation economy, political governance in the process of government fostering innovation, network governance in the process of innovation system expanding its net in the economy of knowledge-based and regional collaborative governance & stewardship are discussed. We must grasp the connotation of parks in different stages according to difference demand so as to govern innovation economy from industrialization and support system of innovation to systematic innovation. Other trains of thought including making industrial classification and planning system those give prominence to high-end service industry in new situation, creating industrial technology poles relying on industrial demand so as to drive growth and innovation and timely and appropriate running parks by the way of management are shown too.Fifth, it constructs the policy system for the development of innovation economy. The policy elements of innovation economy are analyzed in the institution of policy-making of innovation economy, policy subject, policy object and policy tools of innovation economy. From the four subject criterion and theoretical perspective of new classical economics, evolutionary economics, science & technology and society and policy science, the research route, preference of policy tools and theoretical basis of policy science & technology and innovation are respectively discussed. The systems of policy of innovation economy should be constructed in a comprehensive frame with three-dimensional angular of science & technology, economics and policy science, especially give prominence to the system of policy of medium and small technology-based firms that occupy the subject status in the process of innovation. In terms of the systems of support policy of innovation economy, the concrete policy strategies for the development of innovation economy are given mainly about the content of policy from three aspects of knowledge's creation and generation, industry's innovation and service for innovation.In total, the studies of innovation economy and its system of support policy aim to show that how to locate the developmental position of Chinese STIPs and how to well promote the development of STIPs of China.
