| In the 21st century, new trends of industrial structure adjustment and upgrading are emerging around the world, and the globe economy is on the eve of a new industrial revolution. Facing the trends of economic globalization and regionalization, China promulgated and implemented the "Eleventh Five-Year Plan", propose a new path of industrialization, further change the mode of economic development, adjust and optimize industrial structure, in order to enhance the overall industrial development level, and finally gain a place in the new pattern of international division of labor and industry and seek to exceed others in some important areas. After 30 years'rapid development, Wuxi has entered into a post-industrial era. Industrial restructuring and upgrading faces a number of serious challenges, with the bottlenecks restricting and structural problems in the industrial development and resources & environmental constraints more obvious. How to develop the industry becomes a common concern in the community of theory and the policy-makers.Whether a country or a city, if the economy wants to catch up or exceed other countries or cities, and free itself from resources and environmental constraints, then complete the adjustment and upgrading of industrial structure, the key is the choice of the leading industries that suit national or regional economic development. This thesis studies the efficiency and growth of Wuxi existing industry, from the Industry Development, Technology Innovation, and New Institutional Economics point of view. Then combined with the economic long-cycle theory, this thesis explores the choice of future leading industry in Wuxi, discusses how to promote the development of Wuxi City's leading industries and speed up the adjustment of industrial structure through the technological innovation and institutional arrangement.Firstly from the research status quo of leading industry and industrial structure adjustment, a review is given. Then described the economic and industrial structure situation in Wuxi, analyzed the external and internal environment to identify problems in the industrial structure of Wuxi. The result is that Wuxi must change the mode of economic growth, adjusting the industrial structure. In the change process, through technical innovation and institutional innovation, the city of Wuxi should take the strategic emerging industry as a breakthrough; develop leading industries, promoting industrial structure adjustment. After the qualitative analysis of the Wuxi's economic and industrial situation, using Wuxi 14 major industry input-output data from 2000 year to 2008 year, the thesis quantitative studies Wuxi existing industries development and comparative advantage based on DEA and factor analysis methods. From efficiency and growth point of view, build a two-dimensional space matrix model for Wuxi leading industries choosing in order to find out the comparative advantage industries from the existing industrial structure.When choosing the leading industry's for future Wuxi economic development, we should not only consider the current industrial structure of Wuxi, but also take Wuxi as a part of the whole world economic, take the world economic development historical trend in consider. Therefore, from the world scope and economic long-cycle perspective, we using gray relational analysis method, and GDP data of world average annual growth rate and Wuxi's, empirically analysis the coupling correlation between Wuxi economic development and the world economic development long wave. And combined with Wuxi status quo of industry development, the Wuxi's future choice of leading industry is also discussed. The results show that Wuxi should make full use of the strong foundation of electronic information, and meet the good opportunity of the fifth world economy's cycle, strive to develop Internet of Things industry. Then we study the advantages that Wuxi develops Internet of Things industry.On the basis of leading industries, using industry life cycle theory, we analysis the characteristics of industries, comparatively study Japanese industrial development. Wuxi should learn from its successful experiences thoughts. According to Chapter V's conclusion, we analysis the characteristics of Internet of Things. And applying the path dependence theory in new institutional economics, we study the path dependence of Wuxi leading industry driving the industrial structure adjustment, and find out Wuxi industrial structure adjustment and development's path and implementation steps. Although there are some opportunities for Wuxi developing Internet of Things, but there are challenges too. We should give an objective and comprehensive analysis to it. Based on Wuxi industrial development and institutional improvement, this thesis points out the negative effects that maybe exist in Wuxi's industrial restructuring. And then we discuss the detail implementation how Internet of Things drive Wuxi's industrial structure adjustment.According to industrial economic theory, the formation of predominant industry should meet the following three conditions:(1) sufficient capital accumulation; (2) sufficient market demand; (3) innovation including institutional innovation and technological innovation. In these three conditions, the third condition is especially important. And that is the shortage in Wuxi's next step to achieve leading industry development and restructuring. So from technological innovation and in institutional innovation point of view, on the basis of the A-U model and the reverse A-U model, we propose the new model, which integrates institutional factor into the A-U model. To Wuxi Internet of Things industry development, from hardware manufacturing, software and information services areas, this thesis analysis Wuxi's advantages on technological innovation, and point out the next development way. Because Internet of Things is a industry that has long industrial chain, and can be applied widely, this thesis shows that in the process of technological innovation, the development of industrial common technology is very important. We analysis how to develop industrial common technology in Wuxi. Wuxi's existing technology reserve resources and financial support does not match with its economic development, but a reasonable institutional arrangement can reduce the institutional problem in Wuxi's industrial technological innovation. Wuxi should open to the international and domestic market, and integrate with others, construct an open regionalism in innovation network. Wuxi should introduce a large number of domestic and foreign scientific and technological resources, educational resources, industry resources by "thousands talents plan" and "530 plan". And on the financial support, Wuxi should strengthen ties with financial center, such as Shanghai, Hong Kong. Only by this way, Wuxi can form an open innovation network environment for its industrial restructuring.Then according to the industrial development process and experience of Japan and United States, this thesis finds that the government plays an important role in industrial development and transformation. We proposed some policy suggestions on industrial structure adjustment from two aspects:new emerging industries development, and transformation of traditional industries.Finally, we make a brief summary, point out the deficiency and future research work.
