There are many regions in China. There are the East, the Middle, the West in our country.Also, There are the economic & technology developing zone,the high & new industrial zone in provinces. Regions have feature and factors of project. regional projec developing has to need backing of finance theory and guiding of regional project finance idea.More administrative regions, as the characteristics of a project, thus, we can define a regional project is the administrative areas. Regional projects in time, financial, human and other restrictions under the conditions for the realization of the intended goal of an administrative body to carry out the mandated activities. Defined as a project of regional, natural, regional projects (either meso-level administrative regions, the micro-level administrative areas in cities with physical development zone) must establish the intended goals, and build specialized organizations to use the limited time , financial, resources to achieve its objectives.The regional project finance is based on an administrative regional bodies in the operation of their own regional projects engaged in strategy, finance, investment, flow and performance, financial management activities. The regional project finance belongs to sector financial (Mesofinancial ) activities. China's non-corporate accounting adopted a budget accounting model, the U.S. non-corporate accounting adopted by the fund accounting model, which is what we project from a regional perspective because the financial elements of the study area. Another reason is that national accounts to see failed to meet the administrative region of disposable assets, measurement and evaluation of assets, operational requirements.In fact, theoretically, there are researching on regions, regional economic, project management, enterprise finance, macroscopic finance.We are short of mixing researching of region, project and finance. Based on the practice circumstances of China, regional project finance researching is necessary.This paper, first, mixes project management and finance management,then establishes framework of finance theory in project management, lastly ,uses in government management. The goal of regional project finance is maximizing of beneficial result in the regions. This paper constitutes the six chapters.Chapter one comprises research approach, interpreting of region, project, finance etc., structure of the paper.Chapter two comprises evaluating of regional economic, regional project, project finance management.Chapter three study on the feature of regional project,there are the features of regional project finance entity,content,period,target,method,finance,nonfinance, valution etc.Chapter four comprises study on the feature of regional project finance entity, the feature of regional project management, the feature of regional project finance framework.Chapter five comprises analysis of regional project assets, natural resources, regional project liabilities, financing methods & financing channels,regional project owner's equity, resources-backed securitization.Chapter six is finance business of region and comprises study on core selecting in regional project assets , the balance sheet,the share in regions and judges the present situation in region, latent capacity and actual demand of real state marketing, the requirement of finance entity in region. Select those most able to reflect the regional macro-economic level of regional GDP and regional financial revenue in two indicators, as a regional asset operation effect of the measure. Taking into account currency and financial assets, inventories, long term investment and 4 of its assets fixed assets, based on assets and income growth, regional trading assets approach research..Chapter eight is conclusions and shortages.The innovation of the paper is following:Regional project can practise enterprise business.The enterprise business includes the concept of regional project finance entity, the idea of regional project assets, regional project liabilities, regional project owner's equity, the goal of maximizing of beneficial result in the regions.Regional assets measured as follows: Monetary and financial assets is measured by RMB savings deposits; inventory is measured by total investment in fixed assets under construction + resource values; under construction, the total investment in fixed assets is measured by total investment in fixed assets - the amount of new investment in fixed assets; Resource value is measured by monetary value of construction land area; long-term investment is measured by total assets of industrial enterprises above designated size; fixed is measured by new fixed-asset investment anf so on. From the measurement of national accounts were added. Based on structure of assets the regional assets business positive approach research indicates that regional GDP and regional financial inventory of sensitivity the highest, and is related to the regional assets business, the maximum level and increase the stock investment in these assets; secondly, the regional GDP inventory of sensitivity slightly lower inventory, and regional financial inventory of sensitivity is higher, at the regional assets business, it is appropriate that part of the investment in the pursuit of regional capital structure of the legitimacy of the regional GDP and regional investment in the long term investment, there is a positive, would be based on regional industrial structure for the development and, finally, the regional GDP of monetary and financial assets are interrelated and sensitivity, while the regional financial on monetary and financial assets negative, taking into account in ensuring that regional economic development of the basic requirements to minimize the fixed asset investment.Based on revenue growth the regional assets business positive approach studies have shown that: from the tax department, consumption, investment and foreign trade on the contribution of tax revenue growth perspective, the tax department the largest contribution to the growth of tax revenue, the tax increase while economic growth should basis, but changes in the tax system and strengthening tax collection and management factors such as the promotion of growth of tax revenue is indeed the most important factor. From the direct factor chong qing real estate market in the region needs capacity.Lastly, the article researches the performance valuation of regional project and comprises study on five-factor model of finance valution in regional projec.The five-factor valuations are the etrategy,the financing,investment,the factors flowing and performance in regional project. Based on the five factors, we design a multifunction assessment system for regional project finance valution.The approaches of performance valuation include the of total performance valuation in single indexes and the comprihensive valuation in many selecting indexes.Based on principal component analysis of the competitiveness of the regional project financial evaluation shows that a comprehensive assessment of the value of Guangdong Province, is the highest, and its target structure has draw meaning. Chongqing, a greater impact evaluation of the value of the target sequence is, the urbanization rate, per capita housing floor space, total value of imports, exports, R & D expenses.
