Researching The Enterprise Competitiveness Of Chinese Telecom Operator By Cybernetics

In 2008,Chinese Telecommunication Industry recombined again.China Mobile annexed China Railcom. China Netcom merged China Unicorn's GSM network to form the new China Unicom. China Telecom got China Unicorn's CDMA network, China Satcom and China Aerospace Science and Technology Corporation set up the China broadcast satellite Corporation therefore they withdraw this competition.Thus,the three new operators have been built. Through the 3G license issuance, the future of China Mobile, China Unicom and China Telecom has become more and more clearly.Under that the strength of each operator is tending to be balanced, the competition of telecom market is becoming more and more fierce.How to effectively use resources to improve their competitiveness and give full play to exert the unique advantage of integrated operator have already become the key issue to the operators for the 3G market competition.In the view of the development of the telecommunications industry, this paper talks about the key factors which make big effort to the competitiveness and the importance of each factor. The discussion focuses on the interaction of each factor in the telecommunication operator systems,and with knowledge of cybernetics to get the quantitative result.If we take the telecommunication operator as a complex system, it must be comprised by several resource factors such as manpower, material resources (networking),financial resources,and functions,management factors.There should be several complicated qualitative and quantitative relationship between these factors which combine this system and these elements within the system is interacting and interrelated. The goal of telecom operator enterprise is to enhance the competitiveness and pursue to be the leader of the market. To achieve this goal, these elements will be combined as an organic system. The system also exchange with the external environment, such as regulation policy, the emergence of substitutes, and changes of consumer habits.The formation mechanism of the system will react to these new variables in order to adapt to changes in the environment and maintain self-balance. The telecom operator is a kind of complex adaptive systems, environmental adaptability and the effective control of the internal structure is the basic operation requirements for orderly development and stability. Open architecture of the enterprise has more need to constantly build and improve the control system to enable enterprises to adapt to complex environments, improve enterprise competitiveness and achieve its goals.By analyzing the Economic Cybernetics model,this paper quantifies different key factors'effects to the operators'competitiveness, clarifies the role of various resources and the critical path of their impact on the competitiveness to provide reference for the operators making the use of resources effectively. It mainly includes the followings:1.Review the competitiveness of enterprises and the theory of influenced factors.Include the evolution of the enterprises competitiveness theory, competitive strategy theory of Porter and factors impacting the enterprise competitiveness.Qualitatively analyze the key factor's impact on telecom operators'competitive with the above theory.2.Analyze the key factors which have great impact on the enterprise competitiveness from the system point and devide them into resources,growth capacity. These key factors form the dominant characteristics of the competitiveness of enterprise. Based on that, we establish the dynamic competitive model of telecom operator and analyze the mechanism of the key factors within the system with the path of their impact on the competitiveness.3.Through the use of AHP to evaluate the competitiveness of enterprises, we can analyze various factors'influence on competitiveness of enterprises quantitatively. First of all,to establish index system of competitive telecom operators in China, and then, quantitively indicating the impact on the competitiveness of the factors which are in the index with AHP.4.Using economic cybernetics,we can establish system model to set up the coupling relationship of the key factors, combined with the importance degree and actual data, to determine the system transfer function equation. After the empirical analysis with the actual data, we draw the conclusion that how to get optimization model output by adjusting the ratio of resource.5.Comprehensive analysis of the above results provides a theoretical basis for the telecom operators that how to improve the competitiveness through the effective integration and use of the resources.Innovation of this paper is to determine the key factors which impact the enterprises competitiveness and to quantify their contribution to the corporate competitiveness throughout relevant theoretical analysis.Set up a business system model with economic cybernetics.Empirically test and optimize the model by quoting a telecom operator's business data.
