Research On Regional Innovation Capability Evaluation And Promotion Mechanisms

Regional innovation capability is increasingly becoming the deciding factors to achieve regional competitive advantages, and the driving force to develop regional economy, it is the foundation and major component of national innovation capability. At present, the western region of our country is at element-driving stage, while costal region is at investment-driving stage. In a word, our country's regional economy still has a long way to go to reach the real innovation-driving stage. In order to upgrade regional innovation capability, it is necessary for us to objectively evaluate regional innovation capability, go deep into regional innovation capability and analyze its components and structure model, study the upgrading mechanism of regional innovation capability, probe into the determinants of innovation capability upgrading process, and provide upgrading strategies of regional innovation capability. Therefore, studying the evaluation issue and upgrading mechanism of regional innovation capability from new perspective and method is becoming an important problem to be studied.Based on the systems theory, management, regional economics, innovation theory, knowledge management, learning theory, and social capital, this paper takes region innovation capability as objective to study the evaluation methods and upgrading mechanism of region innovation capability by means of support vector machines and data envelopment analysis (DEA).Aiming at the insufficient significance in difference among region innovation capability, national innovation capability and enterprise innovation capability, this paper defines the concept of region innovation capability from dimensions of region culture, social capital and collaborative innovation, give prominence to the new social, cultural, interaction, nonlinear characteristics of region innovation capability, unveils that the essence of region innovation capability is the capability of mutual collaborative, jointly participating innovation relying on innovation network and making use of innovation resource. Region innovation capability is different from national innovation capability and enterprise innovation capability. Further more, this paper presents that the region innovation network is the carrier and plate of region innovation capability, analyzes the nodes, linkage of region innovation network and establishes regional innovation network model, which provides theoretical foundation to study region innovation capability evaluation and upgrading mechanism of region innovation capability.Aiming at the insufficiency in blurring internal structure and unclear factor relationship, this paper integrates culture and sociology theory, puts forward a new five-factor structure model of region innovation capability, namely region innovation resource, region culture, social capital, collaborative innovation and innovation output, analyzes the interaction relationship among five factors, make clear the internal structure of region innovation capability, which provides theoretical basis to evaluate region innovation capability. Constraposing the deficiency in indicator selection, weight determination and evaluation method, this paper establishes an evaluation indicator system composed of 30 indicators by meaning of expert participation, correlation analysis, and discrimination analysis, establishes a region innovation capability evaluation model by means of least square support vector machines. This evaluation method can provide more truthful and accurate results, overcomes the deficiency of linear model and aritifical neural network.This paper integrates innovation network, knowledge management and learning theory, and puts forward an upgrading mode of region innovation capability: central breakthrough, steps driving periphery, increasing in spirals. It is macroscopically revealed that region innovation is essentially a learning process among organizations. In microcosm, innovation organizations should have innovation resource, linkage ability and integrating ability, innovation process is a multiple, heterogenous knowledge congregating process. Innovation organizations achieving innovation and enhance innovation capability by searching knowledge from innovation network, transferring knowledge and integrating knowledge. By means of three mechanisms of industry chain transmit, transmit among industries and sample demonstration, the innovation capability of industry chain, neighbor industries and neighbor organizations in geography is upgraded. The upgrading process includes many small cycles, while innovation capability will be upgraded in every small cycle.The concept of region innovation capability upgrading degree is put forward from dynamic angle. With region innovation capability upgrading degree, every region can eliminate the influence of objective fundamental conditions when comparing its innovation capability longitudinally, which overcomes the deficiency of static approach. By integrating support vector machine and DEA, this paper presents a regional innovation capability evaluation method. The supposed method can objectively measure the region innovation capability upgrading degree. An empirical study on region innovation capability upgrading degree of 30 provinces from 2003 to 2006 is conducted, sample provinces are classified in four types by means of cluster analysis. The results show that the upgrading speed of type A regions is fastest, type D regions upgrade slowly. Correlation analysis between region innovation capability upgrading degree and total amount and increase of innovation capability evaluation indicator show that innovation output, total innovation collaborative amount, the increase of innovation output, collaborative innovation, innovation resource and social capital are significantly correlated with region innovation capability upgrading degree. Four types region are discussied deep, their economic background and the five elements of region innovation capability are analysesed comprehensively. According to their actual situation, some upgrading strategies are provided from five dimensions of innovation resource, collaborative innovation, innovation output, social capital and region culture.
