The contradiction between scarce land resources and greater land demand is sharpening increasingly in the course of speeding up urbanization process. Presently, existing problems in village-town lands utilization such as disordered land distribution, extensive land use and land quality deterioration, etc., are like bottlenecks restricting social and economic development of our county. Therefore, it is necessary to discover improper land use timely according to analyses and evaluations of present conditions of land use and land use planning, and regulate the change of land use in a directional way based on different land use requirements in different regions at different times, in order to achieve the objective, also known as the key issue in researches on land use, of using land in an intensive, coordinated and sustainable development way. Studies on land use regulation available at home and abroad pay particular attention to providing qualitative solutions and quantitative methods for structure regulation, but researches on land use optimization are still scattered, lacking of systematic theory and technical framework for guiding relevant researches, are in need of practical and feasible spatial optimization and regulation methods, technical assistance and an information-based decision support platform.By considering business demands of regulating and controlling village-town land resources, this thesis combines spatial analysis and multiple-objective optimization, as well as meta-heuristic algorithm together systematically and thus puts forward a new land use regulation decision model, aiming at solving problems in spatial optimization and regulation with multiple objectives. The study mainly covers several aspects, as follows:(1) In the very beginning, this thesis, concerning optimal regulation of land use, introduces in details progresses of theory studies and technical methods studies for optimal regulation of land use, as well as methods for spatial optimal allocation of land resource. Progresses of domestic and international researches are overviewed firstly to find out the main problems in existing researches and clarify this study’s objectives. And thoughts of this study, as stated clearly, are to build a regulation model frame for land use, do research on methods for spatial optimal regulation model of land use, integrate GIS with decision model for design and development of decision supporting system and their practical application. In addition, fundamental theories and methods in connection with this study are introduced, inclusive mainly of basic concepts, relevant theories and multiple objectives optimization theories and methods of land use regulation. (2) Regulation decision model framework which is brought forward for village-town land use is expressed in this thesis, mainly covering:regulation model is divided into several key segments such as regulation unit division, land suitability evaluation, identification of regulation objects, allocation of alternative regulation program and program preference according to the three stages for decision and procedure of land use regulation for village-town lands. Also, methods and models of those key segments abovementioned are studied. This thesis discusses in details the suitability of regulation unit from views of economic development and environmental protection, building evaluation methods and evaluation index system for program preference, rules expression of identification of regulation objects and quantitative expressions of objectives and restrictions for regulation program allocation, which lays a theoretic foundation for regulation decision researches.(3) The multi-objective simulated annealing algorithm after improvement is used to deal with alternative regulation program allocation, which as the key issue in regulation process. This paper discusses the defects existing in the process of using basic simulated annealing algorithm through analyses of features of alternative multiple-objective regulation program allocation and principles of basic simulated annealing algorithm, and subsequently, this study applies multi-objective mathematical simulated annealing algorithm to solve the problems in multiple-objectives regulation program allocation and to design key issues, such as strategies for finding initial solutions, parameters of Cooling Schedule and maintenance of the diversity of noninferior solutions. Examples are used to inspect the allocation methods of regulation program which is based upon the multi-objective simulated annealing algorithm.(4) In the end, decision supporting system is developed and applied into practice based upon the study of village-town land use regulation model. By analyzing the functional requirement of decision supporting system, this thesis clarifies systematic development targets, designs the overall functions and structure, and discusses specific techniques for the application of database, model base and knowledge base. According to regulation procedure of the system, this paper does application researches by taking Gaoqiao Town, Fuyang City, Zhejiang Province as a pilot site and verifies the validity of regulation models for village-town land use based on simulated annealing algorithm by making comparisons for analyses between the results and the present conditions of land use. Additionally, this paper provides an effective, intelligent and scientific method for regulating village-town land use.
