| Science and technology infrastructure is the foundation and information Assurance for scientific research and technical experiment. It is the comprehensive embody for the total amount of science and technology, technology strength, technology development level, as well as technology potential. It’s role in the economic competition is being more and more remarkable. Just for railway in china, large-scale construction of railway will be built in these years. At the same time, the innovative activities have been gradually expanding from the ministry of railway department to the road outside unit. All the foundation resources mainly including in major research projects, talent teams, and the laboratories have been both introduced and extensional. The effective evaluation of competitiveness of science and technology infrastructure has very important strategic role and realistic significance. The definition of competitiveness of science and technology infrastructure is described in this article for the first time. It’s current research situation along with the investigative insufficient is also described in this article. With the help of the current evaluative methods either of international competitiveness, regional competitiveness, or competitiveness between cities, on the one hand the author has combined regional competitive theory with the relative economic theory, as well as the theory of competitive evaluation, on the other hand the the author has exploratively formed the Indexes system of abroad competitiveness of science and technology infrastructure. Moreover, the evaluation conclusion is essentially consistent with the results of IMD ,a international famous research institute.At the same time, based on the operational difficulties of the evaluation method, the evaluation index systems, and foundmental data resource survey in the period of evaluation process about the China’s national science and technology basic condition platform, the author puts forward the new methods, measures and the evaluation index systems for the platform. Besides, the evaluation index systems for the 15 national research platforms built in railway industry have been obtained.It was that the traditional competitive theory combined with the evaluation index systems, the competitive theory has been promoted. And the new evaluation method was made application for the empirical research either of international competitiveness, national competitiveness, or the competitiveness among 15 national research platforms built in railway industry. On the fact, the empirical research is effective from the macro and micro levelsThrough the evaluation research of competitiveness of science and technology infrastructure, it reveals an eternal theme, that is the construction of science and technology infrastructure is the necessary premise for science and technology innovation. Accordingly, the author proposed that the government decision-making departments should further pay attention to science and technology resources integration. They should make the efforts to provide with policy measures and the system guarantees, and take on economic measures and so on, to optimize and improve continuously the hierarchical structure of the technological innovation in our country. According to the nation’s 12th-five science and technology development plan, and the national economy and social development needs, as well as the internal law of the development of science and technology,They should improve persistently the construction layout of science and technology infrastructure, and push forward the construction of national major innovation base, accumulate and form the national technical innovation alliance. So they can train effectively technology talents and leading talents, and establish timely the special database of the evaluation research of competitiveness of science and technology infrastructure for information management department and decision support system, provide data support indeed for the national innovation system. |
