The earthquake decision-making system for emergency control in our country has began to build during the time of "the ninth Five-Year plan", it developed from the seismic hazard prediction information management system at the initial time. During the time of "the ninth Five-Year plan", our country buildup the earthquake decision-making system for emergency control of earthquake relief work headquarters from the state level, became the first real meaning quick earthquake emergency response system on the level of state. During the time of "the 12th Five-Year Plan", we upgraded and remade the earthquake decision-making system for emergency control supported by the country’s social work project.In 2010, Bai-Tao Sun raised the idea of building the HAZ-China seismic hazard loss evaluation system based on the platform of WebGIS for free and did the overall architectural design, meanwhile, he initially set up the system framework. The HAZ-China quick earthquake emergency response evaluation system in the text belong to the HAZ-China seismic hazard loss evaluation system, it innovated in the part of system platform, database technology and theoretical method. The paper mainly completed the following work:(1) Completed the architectural design, function design and database design of the HAZ-China quick earthquake emergency response evaluation system, made the interface design to the reusable public module by the modularized principle, meanwhile, designed the system deployment, system testing, system development environment and safety management.(2) Applied the database design thought from multi-level and multi-precision, divided the buildings basic data into three levels, and divided the basic geographic information data into two layers. Meanwhile, on the basis of comparing different editions of earthquake emergency response basic database code, we designed the data structure which meet a criterion and possess the compatibility. We adopted new technology and new method to build the buildings kilometer grid database, populations kilometer grid database and Vs30 kilometer grid database in our country and region.(3) Classified the shock resistance of our country’s buildings in the regions of different economic developing level, different geographic environment by the method of kilometer grid, and then gave the shock resistance adjustment coefficient of each area. Based on the method of sub-area classification, we provided the buildings failure distribution evaluation process on the basis of kilometer grid, the buildings direct financial loss evaluation process, the lifeline engineering economic loss evaluation process and the casualties evaluation process.(4) Coding realized the HAZ-China quick earthquake emergency response evaluation system, the system divided into two parts:the first one is the traditional quick earthquake emergency response evaluation system whose evaluation unit is administrative region; the second is the quick earthquake emergency response evaluation system based on kilometer grid and sub-area classification model.(5) Set the example of Sichuan province, we used the evaluation modules based on the method of the kilometer grid and sub-area classification to calculate the buildings failure distribution, financial loss and the casualties quantity under the Ⅵ-Ⅹ degree probability earthquake, moreover, we checked and compared the evaluation results with the earthquake cases in Wenchuan earthquake, Lushan earthquake and Kangding earthquake.
