Study On Regional Sustainable Development Evaluation Based On SG-MA-ISPA Model

The research is proposed in the background of "human facing threats andchallenges in the big crisis era"," urgency and necessity of sustainable developmentimplementation" and "region is the main carrier of sustainable development realization".The significances of the research are "internal operation mechanism is the foundationand key of regional sustainable development evaluation","index screening, determiningweight and model choose are hot and difficult of comprehensive evaluation method","interdisciplinary, multi-angled, multi-methods combination are the focus and front ofsustainable development evaluation". The object of the research which is a key part, acta role as connecting link between the preceding and the following. In order tosuccessfully completed the study, this paper according to "put forward, analysis,problem solving, application inspection and draw the conclusion" technical route.According to the problem of regional sustainable development theory research needto ben improved, the research proposed a analysis mode called "reasons-process-results" and a operational mechanism called " reasons-objective-constraints", it makesup for the deficiency of previous studies. In addition, on the basis of analysis mode andoperational mechanism, the research proposed a indicator system with " five systemsand three levels" on the perspectives of interdisciplinary and multi-theory. The fivesystems are ‘economic development’,‘social progress’,‘resource supply’,‘ecologicalenvironment’. The three levels are ‘systems level’,‘character levels’ and ‘indicatorlevels’.According to the problem of indicator screening, weight definition andcomprehensive evaluation in traditional sustainable development research, the researchproposed a model called "SG—MA—ISPA". Combination of SPA-General RegressionNeural Network with improved Mean Impact Value method realized quantification ofevaluation results by mapping theory, it makes up for the deficiency of Neural Networkusing in regional sustainable development, make use of the advantages of non-linearfittings and high precision, and realizes the index screening function of Neural Networkusing in regional sustainable development. The combination of Mento Carlo and AHPalgorithm make use of the advantages of AHP and computer simulation, solve theproblem of traditional method with statistical sampling technology. The Improved SetPair Analysis proposed "improvement of evaluation standard definition method", " implementation of important formula" and "mapping the evaluation results" threeimprovements according to the deficiency of traditional SPA, the improvements extendthe range of evaluation results using greatly.With cases study of31provinces regional sustainable development in China andChongqing regional sustainable development, it is proved that the "SG—MA—ISPA"model can reflect the trend of things change objectively, and its evaluation resultsconsistents with the fact basically. In addition, quantitative the evaluation results withmapping theory can extend the sustainable development to combination with NeuralNetwork and Sensitivity Analysis.In the end, the study suggest that "SG—MA—ISPA" model realized a new methodto solve the problem of sustainable development evaluation, evaluation resultsquantitative by mapping theory extend the application range greatly, andinterdisciplinary and multi-theory are helpful exploring the mechanism of sustainabledevelopment. It is predictable that "index screeing","evaluation results extension" and"model standardization and indicator coding" will be the next hot issus in sustainabledevelopment research.
