In recent years, with the acceleration of China’s urbanization and industrialization, regional and structural pollution has become increasingly prominent and increasingly serious water environment safety issues have become gradually noticeable. Particularly, the frequent occurrence of pollution incidents caused by interprovincial water body pollution that have aroused the public’s great concern, featuring uncertainty, serious destruction, difficult control and extensive effect, has become a hot issue affecting social stability and caused group disputes, thereby seriously affecting social stability and people’s life and production. Therefore, the study in this paper is of great practical significance for eliminating trans-boundary water environment pollution risks, alleviating the hazards of trans-boundary water environment pollution incidents, rationally dealing with compensation for trans-boundary water environment pollution incidents to eventually avoid intensified social disputes and conflicts, better strengthening environment risk monitoring and preventing and emergency response ability for accidents in each area, realizing a win-win situation and sharing between administrative areas within the watershed and constructing a harmonious society.Based on Steinberg’s dynamic game theory, the game elements involved in the decision-making process is identified and defined, with the local governments in the trans-boundary upstream and downstream as the insiders of a trans-boundary water pollution dispute game, with pollutant reduction cost and environmental damage cost in the local area considered in the environment cost in the upstream and downstream areas, a trans-boundary water pollution dispute coordination model is constructed by selecting an optimum plan for pollutant reduction amount and pollutant translocation amount, with the minimum pollution control cost and the maximum benefit as the principle. As there are no unified standards for accident compensation scope and limit and rules, it is hard to reach an agreement on compensation amount between trans-boundary upstream and downstream areas. In order to realize the shift from the non-cooperative game shape to cooperative game shape between the upstream party causing the accident and the downstream party affected by the accident, a third-party arbitrator is brought in. Based on the Nash equilibrium concept, a charging equilibrium point is sought, a final charging arbitration model and a corrected final charging arbitration model are established and the compensation amount-related bargaining game process between upstream and downstream areas is analyzed, with two arbitration methods compared and analyzed. In order to establish a trans-boundary water environmental pollution incident damage evaluation system, based on the casual chain of environmental pollution, environmental pollution damage cause and effect determination procedures are established first and then cause and effect determination principles are analyzed, based on which an environmental pollution damage cause and effect determination system combining determination principles and determination procedures is established. Based on damage scope recognition principles and actual work needs in China, a water environmental pollution damage evaluation scope is put forward in terms of seven aspects, such as personal injury, property damage, emergency disposal costs, investigation and evaluation costs, pollution repair costs, accident impact damage and environmental resource damage. Based on the environment economic evaluation method commonly used in comparative analysis, the calculation method for the monetary rule of environmental pollution incident damage compensation factors is determined, with “two-step” procedures for implementing trans-boundary pollution compensation presented.In view of the great difficulty in coordinating trans-boundary water environmental pollution incidents in China, a trans-boundary water environmental pollution coordination mechanism involving four aspects, i.e. trans-boundary water environmental pollution risk prevention, trans-boundary water environmental pollution decision making and integrated emergency response, trans-boundary water environmental pollution incident compensation and trans-boundary information sharing and notification, is established. Based on demand analysis, a systematic analysis of factors influencing the trans-boundary water environmental pollution coordination mechanism is made by adopting a system dynamics structural model based on cause and effect feedback relationships. A trans-boundary water environmental pollution risk prevention mechanism is analyzed from three aspects, i.e. segment control, joint development and joint defense&joint action. In order to establish a trans-boundary pollution incident response system, with trans-boundary water environmental pollution incident decision making and joint emergency response as the core, with four aspects-timely discovery of trans-boundary pollution incidents, joint decision making within the watershed, trans-boundary incident treatment of each side and aftermath disposal as the objectives, analysis of needs of trans-boundary pollution incident emergency response at three stages (i.e. discovery and positioning of pollution incidents, emergency decision making and integrated emergency response, incident disposal) is made, and an emergency response plan to be implemented through negotiation between trans-boundary governments, a joint comprehensive decision-making plan of trans-boundary governments, and a joint emergency response and feedback plan of trans-boundary governments are put forward. Based on the principle and thinking of information sharing and notification, the content to be shared and mode of transmission of trans-boundary water environment supervision information are analyzed and an information sharing and notification system involving three aspects, i.e. supervision information, emergency information and dispute disposal information is established. In view of the analysis of the content of rights and duties involved in the trans-boundary water environmental pollution coordination mechanism, a right and duty correspondence system is put forward and an operation choroid diagram of the trans-boundary water environmental pollution coordination mechanism is drawn to ensure the smooth operation of the trans-boundary water environmental pollution coordination mechanism.Based on trans-boundary water environmental pollution evaluation methods and coordination mechanism study, system development tools and development environment are described. A trans-boundary sudden water pollution incident geospatial database system is established using ArcSDE technology. A sudden water environmental pollution incident damage compensation system is developed under the B/S architecture by integrating system engineering and software engineering technologies, applying Web application programs. Based on relevant materials about two Shandong-Jiangsu interprovincial arsenic pollution incidents, statistical analysis of damages of the trans-boundary arsenic pollution incident caused by Yixin Chemical Industry Co., Ltd is made, with the information about key nodes of coordination and disposal of the trans-boundary pollution incident extracted, the emergency decision and joint emergency response procedures compared and analyzed, with an optimized coordination mechanism studied and presented.
