| From 1962 when Silent Spring published by Rachel Carson aroused people’s environmental awareness till now, there have been only 50 years for development of environmental protection industry, so it is a real emerging industry. Besides, environmental protection industry is also a widely-concerned industrial sector and a cornerstone for addressing the worsening of global natural ecology and ensuring a sustainable development of human society, therefore, all the countries in the world attach great importance to development of environmental protection industry.Under new normal condition, Chinese environmental protection industry not only assumes the historic mission of achieving “green” economic development and building an ecologically civilized society, but also shoulders the real important task of adjusting the industrial structure and optimizing the mode of economic growth. So to speak, the healthy development of environmental protection industry plays a vital role in promoting the sustainable development of Chinese economy and society. However, due to enduring influence of factor like “environmental protection addressed by government”, Chinese environmental protection industry has a late start and lower overall level. Chinese environmental protection industry has common problems such as uneven industrial distribution, unreasonable industrial structure, unbalanced regional industrial development and variable industrial and technical level etc. For the purpose to promote the healthy development of Chinese environmental protection industry, the establishment and improvement of environmental protection industry development mechanism is extremely urgent, therefore, intensifying the research on Chinese environmental protection industry development mechanism and establishing a perfect environmental protection industry development mechanism has an important practical significance.Chinese traditional environmental protection industry development mechanism has been regarded as a sole mechanism. The research on environmental protection industry development mechanism is either based on government regulation as the core or market operation mechanism as the core but fails to rigorously verify the specific composition of environmental protection industry development mechanism, issue on coordination, unity and synergy of various components. No doubt, the development mechanism cannot stand away from effect of single mechanism and deepening degree of the effect, but failure to give an overall consideration of effect result of all the mechanisms and coordinated effect relation among them from the whole height will lead to uneven and disperse phenomena with driving force of development mechanism. This paper, on the basis of clarifying the relation between development mechanism and development mechanism system, attempts to launch a study by placing Chinese environmental protection industrial development mechanism under the frame of development mechanism system.This paper has, under the guidance of Marxist classical writers and the environmental protection thinking of the main leaders of CCP, fully utilized theoretical tools of environmental economies and industrial economies in western countries, on the basis of analyzing the development level of Chinese environmental protection industry, carried out an in-depth research on operation power, operation structure and operation feature of Chinese environmental protection industrial development mechanism and the effect of development mechanism operation upon environmental quality improvement, then revealed the outstanding problems of Chinese environmental protection industrial development mechanism and finally proposed some corresponding countermeasures and suggestions for improving Chinese environmental protection industrial development mechanism. Based on qualitative analysis, this paper has carried out a quantitative analysis on such six aspects as economic benefit, environmental benefit, social development, technical level, energy conservation and emission reduction, industrial policy etc. by choosing hierarchical analysis method of quantitative economies. It made a conclusion that Chinese environmental protection industrial development shows a sound overall trend. The government regulation, market operating mechanism, investment and financing mechanism and enterprise technological innovation mechanism have produced certain promoting result upon industrial development, but the result is limited. In order to improve the operating effect of the mechanism, promoting the healthy development of Chinese environmental protection industry, the author has, on the basis of analyzing and drawing on the experience of USA, Japan, Germany and other developed countries in operation of national environmental protection development mechanism, given countermeasures and suggestions from aspects of intensifying government regulation, improving market operating mechanism, optimizing investment and financing mechanism, perfecting enterprise technological innovation mechanism etc. and pointed out that Chinese environmental production industry must adhere to the market-oriented development road under the guidance of government.In conclusion, the current stage is a critical period for China to turn China into a beautiful and ecologically civilized country and build a well-off society in an all-around manner, also a critical period of adjustment of economic structure and industrial structure and a critical period of environmental quality improvement. To boost the environmental protection industry is an urgent demand to achieve the aforesaid economic and social development goals. In spite of late start of Chinese environmental protection industry, insufficient development status and result, it still enjoys a promising prospect. The paper believes that establishing a reasonable and effective environmental protection development mechanism and adopting legal means, administrative means and economic means in an all-around way are conducive to effectively promoting the sound development of Chinese environmental protection industry, solving the prominent conflicts between ecological environment protection and economic and social development, stepping up the construction of ecological civilization, achieving a beautiful China and building a well-off society in an all-around manner and ultimately realizing the harmonic coexistence between human and nature and the sustainable development of economy and society. |
