Due to long-term use of fossil fuels, leading to a serious problem of climate change, which has become one of the important factors affecting the development of human society. On the third Meeting of the Parties, " United Nations Framework Convention on Climate Change" held in 1997 in Kyoto, Japan adopted the "Kyoto Protocol" to curb global warming by limiting greenhouse gas emissions of developed countries, in order to reduce its greenhouse gas emissions, the developed countries undertaking the emission reduction obligations increase the use of renewable energy share. In 2009 on the global climate conference in Copenhagen, Denmark, China had a clear commitment that to the 2020 the national wanyuan GDP intensity of carbon dioxide emissions reduced by 40%-45% compared to 2005.To achieve this goal, Chinese government has made a major strategic decision to accelerate the construction of resource-saving and environment-friendly society. The city is the most potential areas to reduce greenhouse gas emissions, therefore, proposed the concept of low-carbon city. From the two pilot cities "China Low Carbon City Development Project", to the eight pilot low-carbon cities in China, and to the top ten to create a low-carbon city, today it has 34 cities to construct low-carbon city. In the process of building a low-carbon city, every city has its breakthrough, to accelerate the development of low-carbon pillar industries, to initially form the industrial structure by low-carbon economy as the leading, to continue to reduce the carbon dioxide emissions list. Now comprehensively promote low-carbon city construction, achieve to low-carbon operation on electricity, transportation, construction, industrial and other areas, to further reduce intensity of carbon dioxide emissions based on ensuring continuous improvement of people’s living standards.In this paper we selected the more prominent three sectors of carbon emissions in the city development process to research:electricity production, transport and cement manufacturing industries. In the research of carbon emissions on the power sector, first analyzes the development situation of China’s electric power system, and then, according to the accounting methods of CO2 emissions from the power sector and analysis of coal chain carbon emissions measurement model based on life-cycle, makes accurate measurement of carbon emissions of the two power plants, then based of above, forecasts the electricity carbon emissions, and estimated power carbon emissions based on scenario analysis, at last, makes some suggestions of low-carbon power system development. In the research of carbon emissions on the transportation industry, first analyzes the structure of carbon emission city transportion system based on the life-cycle theory, and then, discusses the current situation and demand of energy consumption and carbon emissions for transportation, through the system dynamics model analyzes the influencing factors of carbon emissions of transportation, forecasts carbon emission levels of transportation for a number of years in the future, establishes the city transport structure optimization model under the low-carbon targets, at last, make some suggestions of low-carbon transportation development. In the research of carbon emissions on the cement industry, first analyzes the factors that affect CO2 emissions under the cement industry production process, according to the measurement method of CO2 emissions from cement production process, accurately measures the CO2 emissions of cement industry, and then discusses the paths and methods to reduce carbon emissions in the cement industry, forecasts the CO2 emissions of the cement industry based on scenario analysis, finally makes some recommendations to achieve low-carbon development. After that, in the paper we put up industrial system dynamics model to research and analysis industrial carbon emissions and carbon emissions intensity in Baoding, identify the key factors, and get on situational simulations. Based on the simulation results put forward some low carbon suggestions.On the basis of these studies above, we establish the carbon emission monitoring system of a low-carbon city construction, through the establishment of this system and the corresponding database, we can input carbon-based data to system periodically, and monitor carbon emissions to these several departments (also extension). In the end of this paper, While Baoding as an example, the relevant models were tested, and emission reduction targets were proposed for the development of low-carbon, and future prospects of low-carbon city planning were made.
