"High-speed" and "Heavy-load" are the two eternal goals in railway development all over the world. With the rapid development in recent years, the Chinese high-speed railway technology has achieved advanced level. While the development of railway freight transport in China falls behind foreign countries and cannot meet the demand of economy and society requirement mainly because the light-axle restricts the promotion of railway freight ability even though the heavy-load technology has also been improved effectively in the past 30 years. For these reasons, 《The major railway technology policies》and 《the 12th 5-year scientific and technology development planning of railway》 state that heavy-load railway and transportation technology of the existing railway lines and new coal transportation railway lines should be improved. The railway ministry has approved "The research on the key technology of heavy-axle load train operation in existing railway line-the technical and economy appraisal on the operation of 27t axle load truck in the existing railway line(2012 j008-B)" R&D program to discuss how to make this important decision. Just based on this R&D program, this paper aims at the technical and economy appraisal on the operation of 27t axle load general truck running on the existing railway line. Through deep analysing the economy and feasibility of the operation of 27t axle general truck running on the existing railway line to provides some proposals on the development of freight railway policymaking for the railway ministry.Firstly, the freight railway development process is analyzed in foreign countries. According to their experience on heavy load freight railway development process and situation both at home and abroad, some issues existed in present situation and the freight railway development process are railsed in this paper. Secondly, the necessity to develop the heavy-axle load freight train from the aspects of economy, growing goods transportation, the construction of the comprehensive transportation system and the modernization of freight technology are discussed; in this paper, the feasibility of the 27t axle load general truck operation in the existing railway are alsoe analyzed by means of field test, theoretical analysis and numerical calculation and some suggestion on how to improve railway equipments which cannot fit the heavy-axils load freight train from the aspects of railway lines, bridges, railway stations and locomotive vehicles are puts forward. Using the LSSVM, DEA, the whole life cycle cost analysis methods and and Fuzzy analytic hierarchy process (ahp), the economic and social benefit of 27t axle load train running on the existing railway line are analyzed respectively. Finaly, it makes a conclusion that the usage of 27t axle load general truck on the existing railway is technically feasible, economically rational, and the social benefit is remarkable. This paper also suggests by means of improving traction power, running heavy-axle general truck on the existing special railway line and building special freight railway lines to advance the whole railway freight ability.This is the first time to analyze technology and economy on operation the 27t axle load general truck on the existing railway line in domestic overall.Both the research methods, the large amount experimental data and results have great value to the development of railway freight and railway development. These also have great benefit to policymaking on Chinese railway freight and railway development.
