Z Heavy Haul Railway Operation Management System Innovation And Economic Benefits Research

As a leading coal enterprise,S group's Z heavy haul railway invested and operated has annual transportation capacity of more than 2 billion tons.The total transport production has increased year by year,showing a rapid development trend.However,with the worsening of the coal economic situation,the problems such as shortage of goods,slow growth of traffic volume and high cost have become increasingly prominent,resulting in a decline in economic benefits of Z heavy haul railways.Since 2015,S group has carried out innovation and Reform on the operation management system of Z heavy haul railway,and the economic benefit has been improved obviously.Due to the important position of Z heavy haul railway in the western coal transportation business,it is of great practical reference value to study the innovation and economic benefits of Z heavy haul railway operation and management system.This paper starts with the related theories of heavy haul railway operation and management,and points out that the research contents of heavy haul railway operation management system include operation system selection,operation mode selection and management organization setup.There are mainly three kinds of operation systems for heavy haul railways,namely,the integration of network operation and operation,the operation system of regional companies,the operation system of route type and the separation operation system of network operation.Secondly,introduces the traditional operation management system of Z heavy rail,the analysis believes that the present situation of operation and management system of Z heavy haul railway mainly presents the market sensitive enough,management efficiency is low,the low level of sharing resources,the system model is not mature,the talent is not reasonable process problems,leading to rapid growth despite the profit index over the years,but at the same time,the transportation cost growth rate is relatively fast,resulting in nearly ten years,the economic growth is relatively slow,especially with the worsening economic situation of coal,economic benefits of negative growth phenomenon.Thirdly,it analyzes the necessity of carrying out the operation and management system innovation of Z heavy haul railway,determines the goal of the operation andmanagement system innovation,and defines the safeguard measures to promote the system innovation.The paper discusses Z heavy haul railway through the improvement of operation and management of the main functions,standardize the governance structure,the implementation of self management self management mode,promote the "separation" system reform,build a framework of two management levels,the scientific division of management authority,the whole process and improve the comprehensive service system and other measures of innovation practice,and successfully solved the traditional management system has exposed the problem.Finally,the economic benefit of Z heavy haul railway operation and management system is analyzed.By comparing the economic benefits of two periods from 2015 to2017 and 2012 to 2014,it highlights that the economic benefits after operation and management system innovation have been significantly improved.
