Vessel Traffic Services (VTS) is an important means of implementing water traffic safety management in maritime sector, plays an important role in maintaining the stable situation of water security, improving the efficiency of the navigable waters and protecting the maritime environment, it provides powerful guarantee for the well and rapid development of shipping economy. In May of 2013, China has constructed and fully operated 33 VTS centers and 140 Radar stations, which have carried out the full coverage of coastal ports, important waterways and the trunk line of the Yangtze River below Nanjing. In recent years, a new round of building, rebuilding and expanding of VTS is imperative aimed to better adapt to the continuous development of shipping industry. The scientific classification of VTS, the scientific performance evaluation of VTS and the optimization location of radar stations are the important problems in planning, construction and operation management of VTS in China.This paper classifies the 33 VTS centers in China using the hierarchical clustering analysis model, based on the "4E" theory, it establishes the performance evaluation system of VTS from the economy, efficiency, effectiveness, equity point of view and it proposes a cloud model for the performance evaluation of VTS. In order to give full play to the radar stations in the performance of VTS, it establishes a multi-level fuzzy comprehensive evaluation method and a Bi-objective optimization location model based on the coverage theory to solve the location of VTS radar stations.The study of this paper suggests that VTS centers along the coast can be divided into 4 types and inland VTS centers can be divided into 5 types considering the geographical location, investment scale, organization, management and operation. The efficiency index, effectiveness index, fairness index are better than the economic index and the evaluation system and the cloud model are effective. The numerical examples show that the minimum coverage radius, threshold have influence on location results and it verified that using the multi-level fuzzy comprehensive evaluation method to select the candidate points has influence on the optimal location results.
