Under the New Normal, on the one hand, the demand of railway mass transport has a weak growth. On the other hand, railway White Goods logistics facing the severe loss of freight source due to the disadvantage of timeliness, reliability and economy compared with road transportation. Especially in the year of 2015, the quantity of daily loading of freight wagons even fell to 110000 vehicles. The railway management is under enormous pressure and the tough situation reversed to force the railway to speed up the transformation to modern logistics enterprises. As a typical service-orient enterprise, it is the key of core competitiveness for railway logistics to establish the theory of service design according with the characteristics of railway logistics and design the high quality, low cost and timeliness logistics services solution according with the customers’ demands. The core of scheme design of railway logistics service is customers’ demand transfer. The confusion of transfer mechanism of design method of railway existing experience and the weak quantitative ability make it difficult to solve the problem of demand transfer accurately and difficult to control the quality.As to this, the paper build the theoretical framework of railway logistics service design, put forward two scientific issues:customer demand transfer and logistics service solutions building. This paper emphatically study these key technologies:the description of logistics activity, the method of demand transfer, the configuration of function measures, the integration of service solution and the evaluation of service solution. It achieves the optimized combination of the customers’demands and the logistics resources; it also improves the efficiency and reliability of the design method. The main works studied in the paper are as follow:(1)Based on the axiomatic design theory, the demand transfer process of railway logistics service is studied and the theory of railway logistics demand transfer is established. The basic types and properties of demands, functions, parameters, measures of the railway logistics are summarized and the standardized language of demand transfer is established; The unitized modeling method of domain is put forward, the integration model of service solution is built and the service scheme integration patterns is determined which based on the measures configuration of function unit; Based on the mapping method of "demand mapping-function mapping-process mapping", the gradually transfer and transformation are realized from logistics demand to function structure, design parameters and service plan.(2)Based on granular computing, the issue of the measures configuration of railway logistics functional unit is studied. By Adopting QFD (Quality Function Deployment) the users demands are rendered to the requirements of products feature, the component database of demands, functions, parameters and measures is built from three aspects:organization mode, equipment type and operating time. According to the characteristics of multiple attribute of the functional units, the basic model of multiple attribute group decision making of measures configuration is set up. In order to overcome the issues of subjective weight assignment and information losses, the optimized model is built based on granular computing in geometric space and the measures configuration method of logistics function unit is put forward on the conditions of single parameters and the multiple parameters.(3)This paper makes the research on the integration and evaluation of overall service solution of railway logistics. In order to guarantee the validity of the integration plan, the solution integration mechanism and the integration process are set up, the methods and rules are put forward based on homogeneity test and limited deviation test. The failure modes such as loss and damage of freight, time delay and unqualified products are concluded and presented; the index and calculation method about safety reliability, time reliability, reject’s percent and economy are also put forward accordingly. The evaluation of solutions and optimization methods are designed based on AHP, the decision-making of overall scheme is realized through the calculation and sorting of comprehensive index.(4)This paper take the trial research on the "customer to customer" logistics demands of the actual customers in two places. It finally acquire the overall service solution which meets the customers’demand by building a basic unit and service quality house, functional unit measure configuration and solution integration test. The case study shows that the theoretical method in this paper has certain scientific and practical.In theory, this paper makes up the blank of the design theory of railway logistics service; in practice, it is able to provide the railway logistics service solution with strong reliability and economy for the customers. This paper avoids the past problems such as excessive reliance on experience and qualitative decision-making. It also provides strong and firm support to enhance the core competitiveness for the railway in the fierce market competition.
