Study On Open Design Strategy Of Contemporary Chinese Archives From The Perspective Of Public Service

In the new century, in the transition of governance pattern from "management" to "service", Chinese archives changed their main functions from limited utilization to open utilization, and public service has currently become the theme of the archives: the service targets have expanded from government organizations to the public; the service objects have extended from documentary archives to economic, scientific, cultural, artistic and livelihood archives; the service concept has changed from confidential management of archives to opening and sharing. From the perspective of public services, contemparory Chinese archives are different from the traditional ones in terms of their social network, social functions and operation philosophy. How to make the public go to the archives, to use and enjoy the archives are the issues encountered by the archives during their development.By now, since great changes have occurred to the context and value orientation for the construction of urban archives, Design of archives should be released from the traditional building patterns, Its focus is no longer restricted between preservation and utilization. Encountering with the new situation and issues, contemporary Chinese archives need a systematic and comprehensive way of design strategy covering from the entire city to individual buildings, from construction strategy to operational mode, and from the functional orientation to spatial organization.The development and architectural design of comtemporary Chinese archives are studied in terms of public services, a brand new perspective. Through theorectical overviewing the "public services", reviewing and comparing the history with the status quo of many Chinese and foreign archives, open development is the trends of future designing and operating contemporary archives. Based on the openness of service targets, relatively simple social relations transform to networked social relations. Based on the openness of service objects, single social function transformed to diversified social functions. Based on the openness of service concepts, confidential-based management changed to the open operation philosophy. The effects of the idea of the open development trend on the architectural design of of archives are organised; the open design strategy of archives and its three main components(open planning of construction mode, open expansion of building function, and open establishment of building space) are proposed based on the theoretical studies on the concepts of holism, adaptability and synergism,. Through the method of proposing, analyzing and solving problems, the gradual expansion from the public service theory, open development of archives to construction of open design strategy of comtemporary archives is realized, and the future development of archives is given in the end.It is worth mentioning that the open design strategy of archives is not challenging or casting away the traditional enclosed archives preservation, but an complement to the traditional design theory and method from the public services point of view: giving equal attention to preservation and utilization. This dissertation focuses on the expansion and openness of extroverted space that influenced by the concepts of openness and public service. Archive warehouses, technical rooms and offices, which are more introverted, still need appropriate enclosure. In summary, the open design strategy is based on current design methods and theories for the archives, and it enlighed the operation and design practices of archives in the future.
