The Strategy Research Of Vessel Traffic Services To The Public

With the transformation of the shipping economic mode and the development of the comprehensive transportation logistics chain, water recreation and leisure activity increases, saving the basic requirements, such as safety, security, efficiency, environmental protection of the VTS system, dependence on VTS system information increases gradually. Since the maritime system has been transferred to the establishment of the civil service, it focused on building people’s satisfaction of maritime, we must establish the concept of public service, use the ideas and methods of public administration to study the development of VTS system, and establish the strategy that VTS system gear to the needs of the public service.The author has studied IMO guidance documents relating to the VTS system, demonstrated vessel traffic management of VTS system what traffic organization service functions embodied in view of concepts. It is concluded that the VTS system is an important tool and mean of vessel traffic management in special and key water. Due to the analysis of three services of VTS system, it is stated that traffic organization service reflect the public service.On the basic of learning viewpoint and method from the former literature about VTS system, analyzed external and internal environment of VTS system about public service, meanwhile, using the customer orientation about public administration, citizen participation, fairness and justice, e-government theory, the author analyzed the strengths, weaknesses, opportunities and challenges when the VTS meet needs of the public service development. VTS system development strategic issues has been obtained for the public service by means of SWOT method, and using the SMART method, the strategic issues in VTS system during the thirteen-five has been selected.The author demonstrated the concept and functional framework of shared VTS system, put forward VTS public service oriented strategy, such as the concept of public management, the establishment of intelligent VTS system, maintenance fairness and justice of shipping market, building community-oriented information service model, increasing domestic application-oriented research of VTS system, and recommended trying to transfer the navigation service of VTS system to pilot center.
