With the development of the Internet of Things and Cyber Physical Systems, Internet of Vehicles has become an important study area of the Internet of Things and Intelligent Transportation System. In this paper, we proposed a novel Traffic Monitoring System based on the theories about Internet of Things and the Event-Driven Architecture and the spatio-tempral event. The main contributions are listed as follows:Firstly, focusing on the spatio-tempral event processing problem of Internet of Ve-hicles, a spatio-tempral event model and an event processing language named STEP was proposed. The operational semantics and the denotational semantics of STEP language was bulit.Secondly,focusing on the problem of processing the spatio-tempral event streams of Internet of Vehicles, a PetriNet processing model and a processing algorithm was pro-posed based on the STEP language. The PetriNet model has two structural properties: structural boundedness and structural conservativeness. And the event streams processing system of Internet of Vehicles has stable dynamic performance. And the relevant reason-ing has been verified correct by the simulation tool. In addition,focusing on the Internet of Vehicles’large-scale spatio-tempral event streams processing problem, two different us-er preferences improved HEFT scheduling algorithms was proposed base on the above models.Thirdly,focusing on the common bus monitoring problem, speeding and punctual arrival, a novel dynamic monitoring strategy based on STeC/STEP and a bus monitoring prototype system was proposed. The simulation data based on the One Route Bus of Beijing Public Transport application scenarios and data background were built. And the bus monitoring prototype system is reasonable and effective through the simulation.Finally, focusing on the spatio-tempral event processing problem of uncertain events in Internet of Vehicles, an event processing language named PSTEP of the uncertain spatio-tempral event was proposed. The operational semantics and the denotational se-mantics of PSTEP language was built. Meanwhile, the dependable interval and the de-pendable ratio was proposed based on the dependability model of uncertain event stream of Internet of Vehicles, and thus facilitate the users to use the PSTEP language.
