At present, China is at the transition stage from traditional agriculture to modern agriculture, and the purpose of the production and business operation mode are gradually changing. The existing cultivated land quality evaluation method is more suitable to measure the cultivated land quality in traditional agricultural’s production mode, so there are some limitations for modern agriculture. This method also can’t adapt to the demand of cultivated land quality construction at different levels in the modern agriculture. Based on this situation, this paper put forward a new cultivated land quality evaluation method based on the perspective of modern agriculture and multi-level at the basis of the agricultural land quality grading method proposed by the Ministry of Land and Resources, and formulated the general principles and methods for evaluation. This paper also analyzed the calculation scale of evaluation indicators, and put forward using grid environment to evaluate cultivated land quality. This research can provide theoretical guidance for cultivated land quality construction and protection under the background of modern agriculture. At the same time, this paper also can be a preliminary exploration research for the revision of the national standards in the future. At last, this paper evaluated and analyzed cultivated land quality of the study area by this method. The results show that this improved method can effectively reflect the influence of the infrastructure and agricultural mechanization on the cultivated land quality under the modern agriculture. Moreover, this new method solved the problem that the original method could not accurately evaluate the quality of new and high standard farmland because of lacking of historical experience value. At the same time, the evaluation results also can be used to define and adjust the basic farmland.The main research work of this paper involves the following aspects:(1) This paper put forward a multi-level cultivated land quality evaluation method based on the background of modern agriculture. This method started from the cultivated land quality positioning of modern agriculture, at the basis of inheriting relevant principles of farmland quality evaluation method, emphasized the influence of production mode, management goal and technology under the modern agriculture on cultivated land quality. In the specific evaluation, for natural level, the cultivated land quality mainly is amendedfrom topography, moisture, disasters and soil aspects, this amendment makes the production potential of the ideal state closer to the reality production potential of the natural level. For farmland facility level, this method emphasizes the influenceofthe regularity of the spatial distribution of cultivated land and its infrastructures on excavationof cultivated land production capacity. For economical service level, this method assesses the influence of the social and technical level on cultivated land production from the aspect of social service ability.(2) This paper put forward a thought that we should calculate cultivated land quality evaluation indicators under an appropriate scale, and built a multi-scale cultivated land quality evaluation indicator system based on this thought. According to the the evaluation method, this paper hierarchically made the evaluation indicators. We made a study area as an example, studied how to determine the minimum calculating scale of each recommended indicator. According to the minimum calculation scale of the indicators, we judged each indicator should be classed which scales:micro, meso or macro. The division of indicators scale and calculation cell is helpful to improve the accuracy of the calculation results andjudge whichdepartments should be responsible for calculating or collecting these indicators, which is of great significance to guide practical work.(3) This paper put forward suitable grid decision rules for each indicator. According to the indicators’ heterogeneity, redundancy, spatial variability and other features in different scales grid, this paper made a comprehensive analysis and selected appropriate grid for each indicator. This paper put forward a multistage quartered expression grids method because the evaluation grid can not effectively reflect the spatial distribution of cultivated land. According to the suitable grid partition method, determined the natural level, farmland facility level and economical sevice level evaluation grid of the study area is400m and200m and400m respectively. By quartered grids processing, we determined the expression grid of the study area.(4) Put forward an adjustment scheme for basic farmland of the study area based on farmland facility level quality. Because the basic farmland is positioned as "high quality, concentrated", so we can increase the weight of cultivated land regularity when we calculate utilizing level coefficient. Using this result to delimit basic farmland because the result not only reflected the natural level of cultivated land, but also highlighted the importance of concentrated degree, which is suitable as demarcated indicator of basic farmland.
