The state of ecological environment in the northwest arid area directly determines the nation’s large regions of the Middle East, which the impact of national economical and social development and the protection of ecological environment. Therefore, the ecological development and construction of the northwest arid area, not only related to the sustainable development of the northwest region, but also directly determine the national ecological safety. It also decided to the root of the fragile ecological environment problems in the northwest arid area of China, and decided to northwestern fragile ecological deteriorating situation, or also improvement is the key to the improvement of water resources crisis and the vulnerability of water resources. The situation of agriculture water resources is very serious, which is mainly reflected in the following: With the rapid development of social economy, and continuous deterioration of water ecological environment; the adjustment of regional industrial structure and regional economic development strategy planning. Water resources allocation, scheduling, access, hydropower project development, road construction, industrial and agricultural pollution, forest logging, mining and other fields appear against excavation water exploitation of public interest which is more and more frequent, greatly affect the economic development and social stability.The fragile water resources in arid area determine the agriculture structure unreasonably, the loss of biodiversity and occur increasing natural disasters. The urgent development of economy in the West Region and severe ecological environment situation constitute the challenges that must be faced in the northwest arid area. A correct understanding of ecological environment and a careful analysis of the reasonable utilization of agricultural water resources in the northwest arid area, and Water resources trade and other issues of water resources to establish a scientific and reasonable ecological compensation mechanism,Implement efficient water-saving agriculture in arid areas and aquatic environment conservation grass and the relationship between the national economic development and the construction of ecological civilization can be carried out smoothly.In this paper, basis on water resources research status both at home and abroad on the fragile ecological area.
