| Agricultural water resource is the foundational natural resource, is the importantlifeblood of agricultural production, is the strategic economic resources, and is an importantsupport of agricultural production and socio-economy development of Qinhuangdao.Qinhuangdao is a serious water shortage city, and with the increase of population, the rapiddevelopment of economy and the urbanization process speeding up, relative to the annualwater consumption and sewage emissions increase rapidly, makes the serious phenomenon ofregional water resources and agricultural water resources shortage further aggravate,agriculture has as become one of the important factors restricting the sustainable developmentof agriculture, economy and society in Qinhuangdao. Therefore, in the future development ofagriculture in Qinhuangdao, how to resolve the contradiction between supply and demand ofagricultural water resources shortage and seek the way of sustainable development andutilization of agricultural water resources has become an urgent problem to be solved.In this paper, the sustainable theory and system analysis method are used to investigatethe total water resources, water supply, and the present situation of agricultural waterresources in Qinhuangdao, obtained the main problems and obstacles existing in theagricultural water resources in Qinhuangdao are:(1) Qinhuangdao is a resources water shortage city, overall situation of water resources isnot optimistic, the per capita water resources is very tense, and the contradiction betweensupply and demand of agricultural water city water have become increasingly prominent. Therapid economic development of Qinhuangdao and the improvement of people’s livingstandards, make the domestic sewage and industrial wastewater emissions increased year byyear, and the chemical fertilizer, pesticide in the process of agricultural productionuncontrolled flow into natural water, resulting agricultural water resource environment inQinhuangdao worsening.(2) The agricultural irrigation facilities in Qinhuangdao due to long service life, lack ofprofessional management and maintenance, low efficiency of water conservancy project isdifficult to play.Agricultural water resources management system and technology inQinhuangdao are backward, rural water conservancy management mechanism and agricultural water-saving mechanism is still not perfect, need to speed up the process of watermanagement integration system.(3) The government did not make full use of the price of water, a water saving economiclever, low water prices led to the farmer’s consciousness of water commodity is very weak,waste seriously.According to the above problems, this article through the typical experience ofagricultural water resources sustainable utilization at home and abroad and combined with theactual situation of regional agricultural production in Qinhuangdao proposed thecountermeasures and suggestions for the sustainable utilization of agricultural water resourcesin Qinhuangdao:(1) Positively develop unconventional water resources, increase agricultural waterirrigation. Positive develop brackish water of Qinhuangdao and saline water irrigation canalleviate the contradiction between supply and demand of agricultural water resources.(2) Strengthen the management of water environment, and ensure agricultural waterresources, water quality and quantity. We should not only be integrated control of waterpollution from the produce, development to the whole process of the formation, strictly cut offwater pollution at the source, but also strengthen the construction of water resources projects,so that sewage into available water resources, increase the number of agricultural waterresources.(3) Supported by science and technology, management as the means, fully tap thepotential of agriculture water-saving, improve the utilization efficiency of water resources.Government should be based on the concept of sustainable development, start frommanagement and guidance, improve water-saving awareness of farmers, develop and buildwater-saving irrigation works, widely advance water irrigation technology, help farmers toimprove the efficiency of agricultural irrigation water, guide farmers adjust the agriculturalplanting structure, improve the utility ratio of new varieties, new technology and newachievements, to change the existing inefficient, low yield, high consumption and backwardagricultural structure. Through technical measures of scientific irrigation and agriculturalwater-saving production, to achieve the purpose of agricultural production efficiency, highyield and high quality.(4) In view of the problem of the water price and pricing policy unreasonable, relevantunits can learn from the advanced manage experience of domestic and foreign water price andwater right, according to the capacity of enterprises and farmers, set up the scientific and reasonable development of water price, and improve the public awareness of saving water,reduce unnecessary waste of irrigation. |
