A Study On The Capability Evaluation And Development Strategy Of Health Emergency Rescue Team From Chinese People ’s Armed Police Forces(PAPF)

Objective:Based on the analysis on current situation of health emergency rescue team at home and abroad, as well as health emergency response capability construction, to establish a capability evaluation system for the health emergency rescue team from PAPF with expert consultation; to comprehensively examine the system to determine whether it is scientific, reasonable and consistent with AHP(Analytic Hierarchy Process); to develop the capability evaluation software with computer language; to provide some suggestions for the construction and development of the health emergency rescue team on the basis of recent study results and practical situation of PAPF.Method:A systematic analysis was conducted on current situation of health emergency rescue team at home and abroad, as well as health emergency response capability construction, a basic concept on capability evaluation was formed, the capability evaluation system on the basis of systematic literature review was drafted preliminarily.Through letter, E- mail, telephone, face-to- face presentation, 15 experts from the fields of emergency management,health service,preventive medicine,clinical medicine and rescue medicine received the consultation, and all experts were associate professors or professors. The consultation involved such items: appropriateness of indicators setting, comprehensiveness and overall weight distribution of indicators. After two turns of consultations, the capability evaluation system and corresponding weights of each indicator were determined finally.In the full analysis of the advantages and disadvantages of a variety of comprehensive testing methods, the AHP was selected to check whether the indicators system was scientific, reasonable and coherence among indicators by constructing a hierarchy structure, constructing a judgment matrix and testing the consistency of judgment matrix.The capability evaluation system was digitalized and informationized by using of the computer language(Visual C),the capability evaluation software was developed to make the capability evaluation more convenient and faster. Results:Through expert consultation, a capability evaluation system was constructed,it was consisted of 7 first grade indicators, 16 second grade indicators and 42 third grade indicators involving organization and command, emergency maneuvers, injury treatment, medicine support, sorting and medical evacuation, quarantine protection, defence and survival. Through consultation, the weight of each indicator was determined too. Through analyzed the feature of expert consultation, the authority and coordination of consultation was higher and better. Expert consultation was regarded as a scientific and reasonable method to construct the indicators system.The AHP was used to comprehensively examine the capability evaluation system, the result was following: indicators of each grade all passed the consistency check, random consistency ratio(CR) was <0.10;CR of overall comprehensive indicators consistency test was also <0.10. Based on the above results, the judgment matrix was regarded as a satisfactory consistency. The experts‘ judgment about the importance of indicators was consistency.The capability evaluation software was tested on the computer, the run of software was smooth and fast, the operation of software was convenient. Conclusion:(1) Under the guidance of emergency medical rescue theory, the current situation of health emergency rescue team at home and abroad, as well as health emergency response capability construction were summarized, analyzed and discussed.(2) Through analysed on the domestic and foreign, military and civilian theory and literature, combined with the actual situation of PAPF, the first draft of the capability evaluation system for health emergency rescue team was drawn up. O n this basis, through experts consultation, a comprehensive capability evaluation system was constructed which made up of 7 first grade indicators, 16 second grade indicators and 42 third grade indicators. At the same time, the weight of each indicator was endowed respectively.(3) In the full analysis of the advantages and disadvantages of a variety of comprehensive testing methods, the AHP was selected to check whether the indicators system was scientific, reasonable and coherence among indicators by constructed a hierarchy structure, constructed a judgment matrix and tested the consistency of judgment matrix. The results showed that there was a good consistency among indicators and the indicators system was scientific and reasonable.(4) The computer language was used to develop the capability evaluation software. By tested, the run of software was fast and smooth.(5) Through a comprehensive analysis, combined with the functions and mission of PAPF, some suggestions on strengthening the construction and development of health emergency rescue team from PAPF was put up with.
