Researches Into The Party Diplomacy Of The Socialism With Chinese Characteristics In Harmonious Thinking

With deepening globalization and the development of Party politics，Partiesincreasingly embark on the diplomatic stage as a subject, which makes it an importantpart of the country’s overall diplomatic. Party diplomacy in Chinese characteristicssocialism integrates ideas， principles， strategies， and practical activities advocatedand uphold by the CPC in the intercourse with all kinds of Parties in foreign countries(including the ruling Party， Participating Party， legal opposition Party and all kindsof Parties in the countries with no diplomatic relations now) and international Partyorganizations to safeguard the interests of the Party and the country, promote thedevelopment of state-to-state relations， achieve the country’s foreign strategy， anddevelop the progress of human society after the Third Plenary Session of the EleventhCentral Committee. Since the Third Plenary Session of the Eleventh CentralCommittee， the CPC has formed some new concepts， principles and strategies topromote Party diplomacy， which has made brilliant achievements. Theseachievements mainly rooted in a great shift of thinking way in Party diplomacy.International politics is carried out by the people ultimately.The people’s way ofthinking imperceptibly influences the process of Party diplomacy. After the founding ofchina， affected by the international situation and the nature of Party， the CCPdiplomacy was put on a strong ideological gowns. Struggle thinking dominated theParty diplomatic activities. Especially， the impact of ‘Leftist Line’ narrowed theinteraction channels and stifle the functions of the Party diplomacy. But this conditionimproved gradually after the Third Plenary Session of the Eleventh Central Committee.After re-recognizing the times and the international situation, peace and developmentproposed by Deng Xiao ping is the theme of the times. Then， the HarmoniousThinking takes the place of the Struggle Thinking. Meanwhile, based on summarizingexperience and lessons from Party diplomacy, Deng Xiao ping proposed to found anew relation between international Parties and carry forward a new internationalismand he also advocated national interests be prior to ideology. In the period of Jiang Zeming and HuJing tao, this shift continuously deepens and develops. Intercourse between Parties forms an organic system. The CPC, as an importantelement of the system，are involved into three relationships. The first is the relationshipbetween the CPC and the Party diplomacy environment， the second is the relationshipbetween the CPC and foreign Parties (elements) and the third is the relationshipbetween the CPC and the system of party diplomacy. During the process of pursuingharmony, harmonious thinking both boots in Chinese traditional harmonious cultureand conforms to the trend of peace and development. Among these three relations，harmonious thinking shows three main characteristics，changes with dynamic interests，concordance and accommodativity. Harmonious thinking acts on the formation of Partydiplomatic concept，principles and strategies. Respectively， the CPC forms the newparty diplomacy concept based on development with the times，harmony with diversityand harmonious world， the party diplomatic principles of national interests，newinter-party relations, new internationalism，and the party diplomacy strategies offlexible changes with common ground while reserving differences and practicallypositive conduct broaden the horizon of the Party diplomacy，expand the objects of theParty diplomacy， enrich the connotation of the Party diplomacy. In the post-crisis era，the CPC Party diplomacy is still dominated by the harmonious thinking and plays animportant role.According to these ideas， I divide the dissertation into seven chapters：The first chapter is the introduction part of this paper，which deals with the basicconcept of the Party diplomacy，summarizes the academic status and expounds thesignificance of this thesis， methods， innovation,focus and difficulties.The second chapter elaborates the connotation and generation of harmoniousthinking， discusses three main forms of the harmonious thinking and the function ofdeciding the concepts， standarizing the principles and guiding strategies of the Partydiplomacy and constructs the basic framework of the dissertation.There are the points from Chapter III to Chapter V. The third chapter focuses onthe response of the CPC to the change of Party diplomacy environment， advocates theconcept of keep up with the Times， follows the principle of national interests， takesthe flexible Party diplomatic strategy and then， maintains harmony with Partydiplomacy environment in contingency.Chapter IV focuses on the intercourse with foreign parties (elements).The CPC advocates the ideas of harmony in diversity， follows the four principles of inter-Partyrelations， takes the Party diplomacy strategy to seek common ground while reservingdifferences and then maintains inter-Party relations in the concord harmony.The fifth chapter focuses on dealing with the relationship of the Party-to-Partydiplomacy system. The CPC advocates the concept of Harmonious World， follows theprinciples of the new international doctrine，adopts a practical and promising Partydiplomacy strategy， maintains harmony with the world Party system and then，realizes the harmony of the international community.Sixth chapter elaborates the impact of the financial crisis on the political Partydiplomacy. But，in the post-crisis era，harmonious thinking is still dominant in the Partydiplomacy of the CPC. Some concepts about Party diplomacy based on new situationare proposed in this dissertation, which are patulous part of the theme in thisdissertation.Chapter VII is the conclusion，which sorts out main issues in the article.
