Study On The Xining-amban Of Qing Dynasty

Xining-amban was one important minister in Qing dynasty,it had full name called "full power of mongolia and titet affairs amban". Qing dynasty offen appointed manchu officer as this post.It formally established in1725and was abolished in1911.Before the accidence which Luo-Bu-Zang-dan-Jin-rebeled Qing dynasty power in Qinghai minority area, this area was under the controlling of the Qinghai mongolia(the founder was kushihan,also called Tulupaihu).But, with the gradual consolidation of the power and status of Qing dynasty in China, Qing dynasty’s unified strategy targeted to the ethnic area of Qinghai mongolia.The prince Luo-Bu-Zang-dan-Jin-rebeled Qing dynasty power when his political dream destroied, The Qing dynasty quickly put down the rebellion. In order to strengthen the direct rule of Qinghai Mongolia,Yong zheng emperor founded the Xi-ning Amban policy which was on behalf of the Qing dynasty supreme rule in Qinghai area.The Xi-ning amban’s founding embodied the success of uniform the Qinghai mongolia. Just like the governor in other province, Xi-ning amban overviewed and managed everything of Qinghai minority area.It marked the important political change which Qing power governed Qinghai area from indirect to direct. This policy was in line with the history need of the Qing dynasty’s governing in Qinghai area.Xi-ning amban played an important historical role for Qing dynasty’s rule in Qinghai minorty area.The dissertation is divided into five chapters.The fourth and fifth are main parts and focuses.The first chapter is introduction which descripts theresearch situation of Xi-ning Amban, topic selection causes, value and other issues.The second chapter through the historial time combed through Tulupaihu and his tribe enterd into Qinghai area,founded Qinghai mongolia dominance,and discuss the relation between Qing dynasty and Qinghai mongolia.The third visit the reason,time and process of Xi-ning Amban.The fourth part gives research on these problems including the title,candidate, post, term limits,treatment,jurisdiction, institution,officers through system elements.The last part introdues the power of Xi-ning Amabn on behalf of Qing dynasty in Qinghai minority area.We can awear the causes of system continous improvement and the historical role value.This paper will give readers a clear profile of Xi-ning Amban and aware the policy of Qing dynasty in in Qinghai minority area.
