One of the important parts of social construction is the enhancement and innovation of social management.The people-oriented ideology request that the government should respect the dominant position of people. This paper starts from the discussion of "people", the final object of social management.Through analyzing the relationship between humanity and society, it tries to trace the Marxist classical writers’ theory on humanity and social management theory, and studies the social management history in China. It tries to analyze the roles played by Chinese people in social management, and puts forward specific ideas and paths regarding the innovation of social management in contemporary China.As an Introduction, the first part discusses the purpose and meaning of this study. People is the main body of society, but also the object of society, thus all research regarding the social management can not be separated from the people, which is the product of society. After giving an introduction to the status quo of the academic literatures on the research of humanity and social management at home and abroad, respect the dominant position of people, it formulates the inspiration for the innovation of China social management. Besides, it figures out the innovativeness of the research, the three types of roles played by Chinese people, as well as the ideas and paths for the innovation.The second part is titled the people and social management. Through analyzing the needs of people, it explains the relationship between the people and social management.People is the ultimate object of social management, and the government is the leading body of the social management. Besides social organizations play a very important role in the social management.The government shall respect the dominant position of people, and cultivate a service-oriented awareness.The third part is titled Marxist theory of humanity and social management. Through tracing and concluding the Marxist theory of humanity and social management theory, as well as that with Chinese characteristics, it arrives at a conclusion that the all-round development of humanity is the ultimate pursuit of Marxism, and the Chinese social management theory itself rather stresses the people-oriented ideology during the process of promoting the development of economic and social science. To be specific, in order to strengthen and innovate the public administration, the governments shall adhere to the people-oriented ideology and respect the dominant position of people.In the fourth chapter titled the history of China social management, it reviews the three historical stages of social management of China, namely the Modern period, the exploration of new China period, the reform and opening period. And it analyzes respectively the social management modes emerging in each period, i.e. Joint and separate responsibility, full control,"one of the five", as well as the economic, political, cultural and social background.And part five, the fifth chapter is titled the roles played by Chinese people in social management. The paper analyzes the importance of the dominant dominant role played by Chinese people, and its promotion to the establishment of a social management system in the Chinese historical stages. In the new era of social transition, social diversity affects the diversity of Chinese people. Besides, it divides the Chinese people into three Categories, namely that local Chinese people, the unit of the Chinese people, and the social Chinese people. Through a detailed analysis of the concept, characteristics, meaning and relationship of these three types of Chinese people, the paper provides a new perspective for strengthening and innovating the public administration in China.The sixth part discusses the ideas of social management innovation in contemporary China. At present, the system of governance in a service-oriented society is gradually taking shape. We shall promote the formation of the party leadership, government responsibility, social coordination, public participation and rule of law, and follow the people-oriented ideology and having a respect for the human dominant position as the guiding ideology.And the aforementioned three types of Chinese people will still play a dominant role in the social management. It also requests for cultivating a people-oriented ideology, grasping the gist of the scientific management, respecting the dominant roles of people.
