A Study On The Cultural Soft Power Of China’s Foreign Policy Toward Africa

Cultural soft power refers to the power of invisible, difficult to measuring and performance of strength of spiritual that based on the cultural factors of a country, such as values, ideas, identity, national mentality and behavior pattern. Its connotation includes three aspects, which is the internal affairs, foreign policy and culture. This paper, which is based on construction the relationship between the foreign policy and cultural soft power, discuss the cultural soft power of the Chinese foreign policy towards Africa since more than half a century. In the subject of war and revolution from the fifties to seventies, China promote the cultural soft power of the Chinese foreign policy towards Africa mainly through supporting against imperialism and colonialism in Africa, providing selfless economic and technical assistance, developing the trade with the nature of the assistance, propelling the cultural exchange and leadership visits, In China-Africa have paid attention to the economic construction of the eighties and nineties, China promote the cultural soft power of the Chinese foreign policy towards Africa by strengthening bilateral economic and technological cooperation, providing humanitarian assistance, and propelling the cultural exchange and leadership visits. After entering the new century,the international situation is undergoing complicated and profound changes,and economic globalization has brought new challenges to China and Africa. In this background, the economic and technical cooperation, humanitarian assistance, cultural exchanges, leadership visits, security cooperation become the main content of the Chinese foreign policy towards Africa in the new period. Over the past50years, the Chinese foreign policy towards Africa has achieved good results of the cultural soft power. The Africa gives precious supports to China in a series of the international struggle concerning China’s core interests in restoring the UN lawful seat, opposing hegemonies and Taiwan Issue. In the future, China further enhances the cultural soft power of the Chinese foreign policy towards Africa facing both opportunities and challenges. China should take steps which is adhering the basic principles in cooperation between China and Africa, participating in the multilateral cooperation with the African countries limitedly, creating the band of aiding the Africa, opening up new area of cooperation with the Africa and advancing with the times, regulating the behavior of corporate in the Africa and strengthening cultural exchanges and the leadership visits to deal with it.
