A Study On New China’s Medical Aids Diplomacy Towards Africa

China’s medical aids to Africa originated from half a century ago with a longtime-span and rich experiences, but corresponding theoretical studies are laggedbehind the practice, which provides the space for exploring the diplomatic theory ofmedical aids in this thesis. In fact, medical aids diplomacy has played roles as pioneerof people-to-people diplomacy, milestone of raising Chinese international moralimage and breakthrough of gaining the discourse of global health governance.Under the perspective of soft power, this thesis tries to give a theoreticinterpretation to China’s medical aid to Africa, with humanitarian aid theory, publicand humanistic theory, and global governance theory. It collects and analyses thehistorical records vertically and compares with the U.S.’s aiding programshorizontally. On one hand, this diplomatic practice accumulates significant humanisticeffect and manifests Chinese moral advantage following traditional norm betweenjustice and benefit; on the other hand, we should systemize and strategize medicalaids to improve the executive mechanisms and institutions, expand the diversificationof entities, strengthen the legal protection and managements, and optimize thedistribution of medical resources in the aids to Africa, etc.In this global governance era, faced with challenges and opportunities, Chinamay conclude its advantages in doing medical aids to form our own diplomaticapproach by advancing the Chinese traditional idea of “Harmony and Concordance”and the values of “benevolent sincerity” from traditional Chinese medical science.This will not only tighten the friendship between people in China and Africa, but alsohelp to shape a better international image, and strengthen the soft power of China,thus may gradually raise Chinese discourse in global health governance.
