Citizens’trust to governments is becoming lower and lower,which is a global trend so far, and it becomes a trouble which many countries face during their governance. Facing this trouble, scholars begin to think how to build and maintain a good social order? Therefore:trust-as the key to build a good social order, has been widely concerned by scholars. Scholars both from abroad and domestic have studied this area from different aspects. At the end of 2011, citizens live in cities are 0.69 billion, which exceeds people live in rural areas for the first time and they are the main subjects to build the harmonious society. The 18th National Congress of the Communist Party of China put forward that the urburnization process must be expedited in China, which means citizens who live in cities will be greatly increased in future, citizens who live in cities will play quite impotant roles in Chinese economics and politics areas. Citizens’trust to governments is the legal basis for government’s existence. Gazing at the traditional unilateral governing subject, scholars have found their disadvantages:dissymmetry information, unitary decision subject, can’t satisfy the public’s preference, pay much attention to efficiency while neglect fairness, without effective supervision over power......Therefore, it’s necessary to re-gazing at the traditional governance model, changing the unitary center administrative governance, and introducing multi-subjects governance. I.E., governments should attract the private sectors, civil organizations and citizens to participate in public policy decisions. Government trust and citizen’s participation are important questions for government governing in this new era, they are challenges which governments are facing. Then, how is the citizens’trust to governments formed? Which factors influence on citizens’trust to governments? Are there any connections between governments’trust and citizens’participation? Whether higher governments’ trust results in citizens’participation? In order to make clear the above mentioned questions and give some suggestions for increasing governments’ trust, change the status of low citizens’participation, taking Chinese traditional culture and economic and society development track as background, through literature review and questionnaires, wish to enrich the research result of governments’ trust and citizens’ participation, and put forward instructions for governments’ trust and citizens’ participation in practice.Through literature review both domestic and abroad and those related research products found that, citizens’ trust to governments are affected by trustee’s features (such as government’s image, government’s ability); the relation features between citizens and governments (such as interaction experiences, information open, trust to civil servants) and institution’s features (such as institution’s justice and perfectness). Combining Chinese traditional culture and economic and society development stage, trust can be classified into contract trust, cooperation trust and institution trsut; through Exploring Factor Analyzing (EFA) and Certification Factor Analyzing (CFA) the data collected through questionnaires, citizens’ participation dimensions can be classified into public affair participation, political participation and community participation. Trust’s antecedents are independent variables, trust’s dimensions are intervening variable, citizens’ participation dimensions are dependent variables, while citizens’ features are controllable variables, this is the theory model of this research. Trust’s antecedents and its three dimensions are trust’s forming mechanism; trust’s dimensions and citizens’ participation are the path from trust to citizens’ participation between citizens and governments. Trust’s forming mechanism and the path from trust to citizens’ participation are the whole research model of this paper.According to the requirements of research, this paper mainly use Exploring Factor Analyzing, Certification Factor Analyzing, reliability analyzing, validity analyzing, correlation analyzing, regression analyzing and Structure Equation Model analyzing, empirical verifying those hypothesizes which have been put forward through literature review and theory anzlyse. Two pretest have been conducted in Chengdu, formal survey has been carried out in ten cities of the Eastern part, Southern part, Western part, Northern part and Middle part of China. Research results show that government’s image has significant positive relation with trust, government’ability has significant positive relation with trust, interaction experiences has significant positive relation with trust, information open has significant positive relation with trust, trust to civil servants has significant positive relation with trust, institution’s justice has significant positive relation with trust, institution’s perfectness has significant positive relation with trust, contract trust has significant positive relation with political participation, contract trust has significant positive relation with community participation, institution trust has significant positive relation with public affair participation, institution trust has significant positive relation with political participation, institution trust has significant positive relation with community participation.The research result also show that:in order to increase their trust in citizens, governments should improve their abilities to deliver public services and public goods, strictly punish corruption so as to defend governments’good repution in society; increasing interation opportunities with citizens, positively solve citizens’troubles; correctly and timely open governemnts’affairs and build transparency government; and above all, improve institution building, providing proper path and guarantee the rights for citizens’participation public affairs and political activities from institution, and change from good governance to good government.
