UN Security Council becomes more and more important in dealing with the global security issues in a post-cold war world, with a dramatic increasing number of meetings and resolutions. Among all the resolutions, the amount of the resolutions quoting Chapter seven of the Charter of the United Nations also imcreases. Meanwhile, with its rising strength, China evolves its core perception on global security governance while insisting of its traditional guiding principle of diplomacy. It is more and more engaged in the events concerned by the UN Security Council as a responsible great power.This thesis focused on the voting behavior of China in UN Security Council during the decision making process of coercive resolutions. According to the chapter seven of the UN Charter, Security Council is authorized to launch collective coercive actions to maintain international security. Many of these coercive actions lead to the intervention of domestic issues of a state or inter-state conflicts, via military or non-military methods. The resolution drafts need to get none veto from the permanent 5 members of the Security Council, as well as at least 10 votes of favor out of total fifteen non-permanent members of it. So, the voting behavior of a state on the coercive diplomacy under the framework of UN Security Council is mainly decided by three core perceptions of diplomacy, including:the perception towards the principle of non-intervention; the perception towards the principle of peaceful resolution of conflicts; and the perception towards the principle of coordination among great powers.This paper researches on China’s diplomacy phylosophy on the aspects above-mentioned and the changing perceptions after the Cold War. Therefore, three issues will be scrutinized in this paper:China’s voting behaviors on the decision making process of UNSC resolutions with the content of intervening domestic issues of a state, resolutions with the content of taking military methods, and the coordination between China and other major powers represented by US and Russia in the UN Security Council, in such votings.This research finds out that the change of China’s cognition influences China’s voting behavior in UNSC. Base on the statistics of 23 years of China’s voting behavior, the year 2000 proved to be a special year. Before and after 2000, China behaved differently on voting, characterized with three main changes: Firstly, China takes a more flexible attitude toward the diplomacy principle of non-interference and peaceful settlement of disputes, and concerns more on coordination with the big powers, so it votes for favor much more after 2000, both in terms of absolute number and proportion. Secondly, if the draft resolutions are only slightly against China’s diplomacy principle of non-interferenece and peaceful settlement of disputes, considering the idea of coordination avoiding confrontations with other big powers, China may vote for abstention. But the proportion of abstention in all the votes in the latter period decreses compared with that before 2000. Thirdly, if the draf resolutions severely voilate China’s diplomacy principle of non-interferenece and peaceful settlement of disputes, with its rising strength and more activediplomacy style, besed on its strategic partnership with Russia, China may veto while Russia also does.It’s the first time in mainland China, a paper made a systematic research on China’s voting behavior about coercive resolutions in the UN Security Council. It combine the quantitative and qualitative research methods, counts and analyzes the statistics relative UNSC voting data to support the conclutions. Meanwhile, it trace the process of three groups of typical cases to provide better evidences to the research.
