Since,1975Lao people democratic republic established to1991, Laos relationship between central and local governments in the long run irrational condition about Contradiction centralization and decentralization has not a good solution, from august14,1991pass resolution of the national assembly of the Lao People’s Democratic Republic until August15,1991to Promulgation the first Constitution "Constitution of the Lao People’s Democratic Republic" started determination of the status of the central and local governments on right and functions include establish organization and principle on workings. Although the relationship between central and local governments to break the old pattern moving in the direction of rationalization, but the construction of scientific relations between central and local in Laos is still a challenge current political civilization and political reform. As the Laos is socialist market economic system going to continuous development and improvement, Urgent need to further adjust the relationship between central and local governments, as follow to the Science and reasonable responsibilities between central and local authority. In this context will depth research systematic on central-local relations, not only has important theoretical significance, but also a very urgent practical significance.. Specifically I chose the relationship between central and local governments as my doctoral dissertation topics are:(1) The significant is history of civilization for thousands of years in Laos is a deal with the relationship between central and local history, But in the history of a dynasty which has never been able to really solve the relationship between central and local governments;(2) After the reform and opening, With the social and economic development, local government autonomy consciousness awakening, Because of its benefits, the local authority requires the expansion of the growing voice rising, But over the years in Laos central government used to run wrong habits in politic system that is block central and local government relationship development.(3)In order to meet the needs of the deepening of reform and opening up in2012a total of two joking on the sixth plenary meeting, the Lao central government itself does not affect the authority, without affecting the central and local effective political control, to meet the economic and social development needs, the pilot decentralization to local government section of political and economic power, issued the "three building" principles and policies.Overall, a country or dynasty rise and fall the central and local governments were closely link, when comparing the relationship between central and local good coordination the social developmen is more powerful; But when conflicting confrontation between the central and local governments social development will be be hindered.Lao People’s Democratic Republic in1986since the beginning of reform and opening up, some of the drawbacks of the existing centralized system will continue to be exposed, such as severe bureaucracy, low efficiency, lack of enthusiasm of local governments, the central government nothing but tube well pipe, drag mutual responsibility and so on, which are a serious impediment to economic and social development in Laos.So I think Laos social in transition, Construction of the Laos new model the relationship between central and local governments, should be accordance with the laws distribution on right between central and local, benefits division, Functional relationships, etc. Give system regulations, the same time should be based on the level of economic development of the internal market and economic requirements of institutional change and effectively adjust and optimize the functional scope and structure of the central and local interests, improve realization central authority and local governments flexibility to unified state of equilibrium.
