There has been varying degrees of central and local relations in Russian history. To the turn of the century,the local discrete tendency raised again,which caused political ups and economic separatism,seriously hampered Russia's development. Some areas accelerated divorce from the federal in law and military,even at paying the price of blood,until the evolution of terrorism consequences like Chechnya.In 2000,Vladimir Putin became the President of the Russian Federation and sought to carry out reforms of central-local relations.Although the question and attack to reforms has always existed,but as Putin's public support remains high,the media attitude turns towards gradually,the relationship between the parliamentary groups of adjustment slowly revises and local elites begin to tame,the Russia' central and local relations have entered a unprecedented new era.The 1st chapter conducts an overview of the rich and complex theory of relationship between central and local,as it's the theoretical basis to understand, analyze and evaluate Putin's reform policies.The content includes central-local relations' extension,substance,meaning and differences between unitary system and federal system.The 2nd chapter as the core of this article begins to card Putin's reform policies in detail.This part is basically boosted according to the chronological order of reforms, including:(1) Putin's reform policies in the first term,such as fighting against Chechnya separatist forces,establishing federal districts and plenipotentiaries of president,restoring unified legal space,and reforming Federal Council.(2) Putin's reform policies in the second term,such as establishing a national anti-terrorism system,reforming the electoral system of regional leaders,promoting the combination of federation.(3) Putin's other related reform measures,such as straightening up party politics,innovating budget system,and carefully handling ethnic relations.The 3rd chapter based on the policy review of former chapter,impersonally evaluate the purposes and motivity as well as the method of Putin's reform.And then we can come to some basic judgments:Russia's relations between central and local have basically achieved a steady station;Putin's reform is conducive to the future development of Russian's federalism;the uneven pattern of decentralization in Russia hasn't been broken;mandate democracy has been the character of Russia's central-local relations all the same.The 4th chapter as the conclusion of paper mainly prospects the future direction of Russia's central-local relations in post-Putin era,and sum up the inspiration of Putin's reform to China.From the view of future direction,the nature of Medvedev-Putin determines the inevitable continuation,consolidation and deepening of reform policies.On the enlightenment,some Russia's reform practices have use for reference to China,such as actively exploring the democratic path and development model in line with its national conditions;dialectically handling relations between stability and development;actively mobilizing the initiative of both central and local govermnents;especially attaching importance to legal system and judicial guarantees in the reform process;enhancing the cooperation between central and local in many areas.The innovation of this paper is reflected in three aspects:Firstly, comprehensively comb Putin's reform policies in Russia's relations between central and local,impersonally evaluate the effect of policies especially re-assess Putin's counter-terrorism policy,political party reform and fiscal reform.Secondly,the research method emphasizes particularly on the study of historical materials,so that the point of view can get strongly supported.On the third,the paper firstly demonstrates the subsection of Putin's reform.Indeed,since the complexity of Russia's reform,some details are inevitable omissions,and these have yet to be further studied.
