The high price of the urban commercial housing leads to low-income urban households having no way to get effective supply of housing in commercial residential market. Accompanied by a new national strategy to promote urbanization, the rural household population shift to the city will increase further. As the result, low-income urban families and the original the new citizens the demand for the housing increase further. Thus demand-driven supply, forming a large number of limited properties built on the collective nature of land in rural areas, to meet the low-income urban families and new citizens’willingness to purchase. At the same time, China’s rural collective land management operation and transfer existence still have some imperfection, which provides the opportunity for the small property extended supply side (farmers and village collective) in housing construction and supply.Academic problem of limited property housing launched a series of studies, mainly in the macro qualitative, the law analysis and the policy advice etc., but so far no empirical case study result come out from the micro perspective. This research take measurement methods research on limited property supply side (farmers and village collective) in building logic and will have some practical reference value to the problem of limited property awareness and treatment.Based on "Literature review--Limited property housing supply side theories--Empirical Model--Survey data quantitative analysis--Draw relevant conclusions," which to reveal the practice logic of limited property right supply. Specifically, to sort out the limited property right literature, to build "cognitive--System--benefit" analysis framework, using the survey data of16cities in Anhui province, using multiple regression analysis, cluster analysis and multi-linear regression analysis method, empirical analyzes the behavior logic of limited property supply side (farmers and village collective) housing behind. The study found: From the angle of the farmer subject, if the farmers’ cognition of the limited property right house legally, there is a significant positive impact on the building level, but the impact is differences in the regional. Farmers expect the central government’s attitude to limited property house which is not significantly increasing the community level of building. But farmers expect the town (township) government’s attitude to limited property house which will significantly improve the level of farmers’building level. At the same time farmers expect the central government’s attitude to the limited property house affects which only exists in the first region (Hefei).In the second region (Ma’anshan, Wuhu and Tongling) and three region (referring to other cities) do not have a significant impact. While farmers expected town (township) government’s attitude to the limited property house which exist only in the second region and the third region, but not the first region.Pursuit of interests has a significant impact on the village collective housing breadth, but the village collective housing depth has no significant effect. Cognitive Legitimacy has no significant impact on village collective housing breadth, while has a significant impact on the village collective housing depth. From a statistical point of view, this may be left the time variable. Therefore, in accordance with a time division, it re-evaluates the legitimacy and the interests of the pursuit influence on the village collective housing breadth and the village collective housing depth. Before2007, the legality of cognitive has no significant impact on the village collective housing breadth and the village collective housing depth. But the pursuit of the interests has a significant impact on the village collective housing breadth and the village collective housing depth. In2007--2013, the legality of cognitive has a significant impact on the village collective housing breadth and the village collective housing depth. From the time dimension, the village collective behavior has been changed from the beginning of interest’s pursuit to the pursuit of legitimacy.Respondents’ calculation shows that farmer build village domain section correlation coefficient is0.097, belong to moderate correlation intensity. Village domain effect must be taken into account in the multi-layer linear model after taking into consideration of individual farmer’s data belonging to the village where farmer embedded in the village collective. The first level (farmer level) variables, when the village collective attitudes gives support to farmers to build minor property right, which provides system convenience to village domain farmers. At the same time, the village domain based on their own interests of the peasant’s consideration will also be reasonable choice to build small property right. The second level (village collective level) variables, with the average years of schooling increasing in the village,the village farmers housing grade declined. However the average age of the village committee officer and years of working has a positive correlation within the village farmers building behavior. The farther the distance from the center of town village, the village domain construction level of the peasant is decreased. The total income of the village fields and the urban planning variables has a significant positive effect on the village domain construction level.The article put forward the limited property right room supply behavior which is pursuit of interests, institutional constraints and legitimacy cognition three forces caused. There have two forms of force results:"collusion" and "selective" to build a house. The vested interest under the pressure of the constraints of structure and system, farmer and village collective ownership of limited property right cognition determines the action of their options in a certain extent. Objectively it makes easier to build the limited property right behavior. And it is also an opportunities for farmers and village collective "conspiracy" building. But selective building is the limited property right suppliers under certain institutional constraints, farmers and village collective pursuit of their own interests on the basis of subjective perception maximize results.
