Research On The Construction Of Anti-corruption Cyberculture With Chinese Characteristics

Cyberculture has broken the framework of the traditional culture, which has had a huge impact on anti-corruption culture, thus anti-corruption culture has gradually permeated and integrated into cyberculture. In recent years, Chinese citizens are participating in political activities with increasing enthusiasm by making full use of internet to such activities as political participation, democratic supervision and demand expression. However, cyberculture is both a blessing and a curse. It can actively promote the construction of anti-corruption culture, but it can also foster rumor-mongering, fraud, aggression and pornography. What has extremely important practical significance is how to take the initiative to make anti-corruption culture occupy the network position, organically combine anti-corruption culture with cyberculture, and promote the construction of anti-corruption cyberculture with Chinese Characteristics.Adopting structuralism theory, this dissertation, based on making a summary about the four levels of the construction of anti-corruption cyberculture: material, spirit,mechanism and action, innovatively puts forward its fifth level, namely the evaluation level, referring to the definitions of cyberculture and anti-corruption culture both domestically and internationally. Based on this, a pattern of the construction of anti-corruption cyberculture has been established, where the core level is anti-corruption philosophy, the peripheral level is the construction of such physical facilities as network infrastructure and management bodies and the middle level is the mechanism, education,action and evaluation; a system of the construction of anti-corruption cyberculture with Chinese Characteristics has been formed, where the value idea is integrity, cheapness,good faith and impartiality, the rout is science and technology aiding anti-corruption,moralization cultivating anti-corruption, mechanism maintaining anti-corruption, action consolidating anti-corruption and evaluation guaranteeing anti-corruption.From the perspective of technology, society, politics and culture this paper traces back the origin of the construction of anti-corruption cyberculture with Chinese Characteristics, probes into the “Chinese characteristics ” of the construction of anti-corruption cyberculture in China, and concludes that the construction of anti-corruption cyberculture with Chinese Characteristics has such functions asguidance, education, standard and security.This paper discusses the value orientation of the construction of anti-corruption cyberculture guided by Marxism from five aspects: material, spirit, mechanism, action and evaluation.(1) The material aspect attaches great importance to the important role of science and technology in the anti-corruption campaign.(2)The spirit aspect cultivates the value orientation of integrity, cheapness, good faith and impartiality.(3)The mechanism aspect focuses on the regulation and guidance of the power and the right.(4) The action aspect pays attention to the construction of a clean government of openness, transparency and democracy.(5) The evaluation aspect emphasizes the nature of socialism, the people being masters of our country. The above discussion lays a theoretical framework for this article as well as provides a theoretical guidance for the construction of anti-corruption cyberculture.This paper also discusses the achievements made by and difficulties confronted with the CPC from five aspects: material, spirit, mechanism, action and evaluation. In terms of achievement, China has strengthened the construction of network infrastructure,network management and technology research and development, enhanced the theory research of web-based anti-corruption and the cultivation of ant-corruption philosophy,accelerated the legislation on the maintenance of network security and the cyber crime prevention and the construction of moral self-discipline rule system of information technology, and implemented e-government, cyber public notification, cyber anti-corruption, cyber supervision and management and cyber politics. China has preliminarily established the network evaluation system of the construction of Anti-corruption in both the government and civil society.Meanwhile, the construction of anti-corruption cyberculture in China is faced with difficulties of technology, ethnics, science, cognition and credibility. This situation is due to the fact that the financial input is insufficient, the idea of clean government is weak, cyber supervision lacks the support of mechanism, the Party and government affairs are short of democracy, openness and transparency, and the evaluation system of the construction of anti-corruption cyberculture is not scientific.This paper systematically summarizes the successful experience of the construction of anti-corruption cyberculture outside of China. That is(1) optimizing the structure of cyber citizens and promoting the cyber management level;(2) strengthening online education and cultivating the idea of clean government;(3) perfecting theanti-corruption system and regulating the anti-corruption of cyber citizens;(4)implementing openness and transparency and dredging the channel of anti-corruption;and(5) carrying out the policy of comment on government’s integrity by cyber citizens and scientifically designing evaluation system.Finally, this dissertation puts forward the following policy suggestions on strengthening and perfecting the construction of anti-corruption cyberculture:(1)investing more for the balance of infrastructure, the optimization of regulators and the promotion of supervision technology;(2) cultivating the value philosophy of the construction of anti-corruption cyberculture in such aspects as compacting the value philosophy of clean government, strengthening the anti-corruption education to officials and scientifically designing education system;(3) perfecting institutional norms of the construction of anti-corruption cyberculture in the aspects of leadership structure,institutional norm, moral rules and system solidification;(4) forming the behavioral habit of web-based democratic supervision in such aspects as boosting the transparency of web-based official businesses, strengthening the assessment of online public opinions,dredging the channel of online reporting and reinforcing network anti-corruption;(5)improving the examination and evaluation system in such aspects as perfecting assessment index system, innovating evaluation mechanism, broadening the scope of the subject of evaluation and intensifying the application of the result of examination and evaluation.
