The construction of an anti-corruption culture plays an important part in boosting the construction of the socialist political civilization and it is an important initiative to combat corruption and build a clean government. With the campaign of combating corruption and building a clean government gradually boosted, the construction of an anti-corruption culture has been increasingly attached with fundamental significance.To better implement spirits of The17th National Congress of the Communist Party of China and the Fourth Plenary Session of the17th CPC Central Committee, both the Communist Party of China and the Chinese government has proposed the mission to reinforce the construction of an anti-corruption culture, sturdily boost the campaign of combating corruption and building a clean government focused on punishing and preventing corruption, and actively create a social atmosphere and environment in which incorruption will be taken as a pride while corruption as a shame. At present, such an objective cannot be accomplished in an action and a simple reliance on legal means to punish and restrain corruption is far from enough. Man’s social being determines his consciousness while consciousness feeds back on the social being. Therefore, to fundamentally solve such problems, we shall consider them from an ideological perspective, from the perspective of constructing an anti-corrupt culture, which is one of the effective measures to take so as to eradicate corruption and build an anti-corrupt culture. To explore approaches for the construction of an anti-corruption culture, many issues in the present construction of an anti-corruption culture building with Chinese characteristics are analyzed in this paper; in the meantime, efforts have been made to draw experiences and lessons from the practices in constructing an anti-corruption culture at all times and all over the world so as to find out the correct approach to construct an anti-corruption culture with Chinese characteristics.This paper consists of four parts. In Part Ⅰ, the meaning and characteristics of the construction of an anti-corruption culture together with the meaning and characteristics of the construction of an anti-corruption culture with Chinese characteristics are briefly introduced. To get the anti-corruption culture with Chinese characteristic well constructed and developed is an important step forward to define the construction of an anti-corruption culture with Chinese characteristics and grasp its essential features. In Part Ⅱ, introduced the background and many issues related to the construction of an anti-corruption culture with Chinese characteristics are introduced and reasons for the occurrence of such issues are analyzed. To construct and develop an anti-corruption culture with Chinese characteristics, it is necessary to realize and obtain in-depth knowledge about the social background of the construction of an anti-corruption culture with Chinese characteristics, find out main issues to be faced up with during the construction of an anti-corruption culture and attribute such issues to the reasons for their occurrence. Only in that way can the construction of an anti-corruption culture be pertinent. In Part Ⅲ, the historical characteristics and values of the traditional construction of an anti-corruption culture in China and characteristics and values of the construction of an anti-corruption culture in foreign countries are introduced. We should learn from practices of constructing an anti-corruption culture at all times and all over the world, make use of experiences and lessons learned to make the construction of an anti-corruption culture more effective. In Part Ⅳ, approaches to build an anti-corruption culture with Chinese characteristics are proposed and proposals are mainly offered in four aspects:maintaining a correct direction, gradually consummating the anti-corruption culture with a view on its surface and in-depth structures, making efforts to develop the economy and increasing investments in the construction of an anti-corruption culture with a view on absorbing overseas experiences in constructing outstanding anti-corruption cultures.In this paper, the anti-corruption culture is classified into surface and in-depth structures. The surface structures includes three levels of anti-corruption norms, anti-corruption system and anti-corruption organizations, and anti-corruption facilities while the in-depth structures includes three levels of anti-corruption psychology, anti-corruption awareness and anti-corruption ideology; thus, the construction of an anti-corruption culture with Chinese characteristics is correspondingly classified into two structures and six levels. On such a basis, issues encountered in the process of constructing the anti-corruption culture are analyzed and approaches are explored for constructing an anti-corruption culture with Chinese characteristics. What is innovative in this paper is that exclusive insights in constructing an anti-corruption culture with Chinese characteristics are offered while proposing to improve people’s awareness of anti-corruption discriminately and increase inputs in the construction of an anti-corruption culture while using overseas experiences for reference.
