No matter in revolution period or the period of socialist construction, the communist party of China attaches great importance to people’s livelihood issues, putting people’s survival and development in the first place, serving people wholeheartedly and implementing the governing idea to the concrete practice. In terms of higher education, it is not only cultivates people, forms enterprise, but also through their own education activities purposefully affect the person’s psychological development, behavior and social cognitive ability, promoting the development of people and the progress of the society. In terms of people’s livelihood, education covers almost all aspects of people’s livelihood issues, including not only the survival and development of the basic problem, also includes the people’s political needs, cultural needs and spiritual needs. Our Party completely realizes the importance of education to improve people’s livelihood and focuses their efforts on the development of higher education. Our Party also pays attention to the spreads the value of higher education on livelihood. It is a systematic and in-depth study of the communist party of China founding contribution to the higher education of the people’s livelihood problem, which has important theoretical and realistic significance.The paper mainly includes seven chapters,following are the main contents and viewpoints:The first chapter is the introduction, including research background and theoretical and practical significance, research perspectives and methods, research thoughts and framework and the focus point, difficulties and innovation. Our party has been stressed on the development of higher education since it was built. Make a combination among the developing process, time background, society development and the livelihood of the public. It studies systematically and deeply-inside that our Party has made a great livelihood devotion to the building of higher education.The second chapter describes among the basis theory related to education and livelihood and brief comment. It mainly includes the content and feature of livelihood; the main contents of high education livelihood; and the formation and development of the theory of educational livelihood. Education is the basis of the existence and development of a society and plays a great role in the improvement of the individual. Education is not only the content of livelihood but also the method of improving it. The theory of educational livelihood is a critical part of the theory of socialism of Chinese characteristics; it goes on the basic of the public demands, on the purpose of severing for the public. The satisfactory of the public will be the basic standard to value it. It expressed the unitary of the personal and the society. The theory of educational livelihood not only innovates the present educational theory but also plays an important role on the development of education reformation in reality.The third chapter introduces the western and internal related ideas about education and people’s livelihood. It provides reference meaning towards making deep understanding on the theory of educational livelihood under the guide of Communism. In Chinese traditional livelihood thought, education was always regarded as an essential livelihood purchase. For example: Confucius putted he education on the top of the livelihood problems. He described education’s livelihood function. He provided the theory of “make no social distinctions in teaching” and it has a profound influence on education until now. Western scholar’s thoughts on education of the people’s livelihood thought are also rich, too. Marxism education thoughts of the people’s livelihood is based on the existence and development of human being, and take the widespread and free development of human being as its extreme purpose. Our communist party combines the general theory of Marxism and Chinese livelihood, as a result, a new educational livelihood thought which is full of Chinese characteristics has made a formation. It can be applied to being a guideline for education practice in China, also a reference to education improvement worldwide.The fourth chapter longitudinal analyses the contribution of the people’s livelihood of our party since the establishment of higher education, lists a large number of historical data and contrast data. Roughly divided into three historical periods: before the founding period(1921-1949), early stage of founding(1949-1978), reform and open period(1978-1998). It summarizes that the higher education make an improvement on the developing of people’s material life in different historical period by history realities. It also makes a conclusion that higher education plays a critical role on the political promotion and enriching the public literature demands. It demonstrates the history clues of higher education’s devotion towards livelihood in our country.The chapter five horizontal analysis the high speed development of higher education since 1999, the party leaders of higher education in talents cultivation, scientific research, social service and contribution to the cultural heritage of the people’s livelihood, combing the present stage contribution of the development and innovation of higher education in people’s livelihood.The chapter six discussed through case analysis of existing problems in the development of the people’s livelihood of higher education in China. It lists the problems of fairness in higher education, employment of college students, college service and utilitarian of universities and etc. According to he above problems, this paper analyze many cases relevant to higher education problems which were taken from some developed countries such as America, Britain and Japan. It provides reference to our higher education so that it can make a better service than before.The chapter seven explored the ways and countermeasures of higher education in the people’s livelihood function under the leadership of communist party of China. By analyzing the related problems and studying the cases of international higher education development and combining the situation of our country, all varieties of way and method, we intends to find a better way to benefit to the construction of Chinese socialism, the livelihood problem in China in order to make a contribution on realizing the dream of national rejuvenation.
