The Research On Value System Of Local Government Performance Evaluation In China

As a core of government performance evaluation, value system influences and restricts all aspects of government performance evaluation from the perspective strategy and whole situation. However, academic circles need do some future research on the component factors and hierarchical relationship of value system of government performance evaluation. On the basis of humanism methodology, this paper tries to construct the analytical framework of value system of government performance evaluation following by the logic-"decomposing and synthesizing", analyzing the value concept, value carrier and value realization mechanism of local government performance evaluation by applying qualitative research, such as comparative analysis and case study, and finally validate the theory research by case study on the practice of county government performance evaluation so as to remedy the deficiency of the existing theories and provide an alternative way for integrating the concept of service oriented government into the daily work. The main viewpoints and conclusions of the paper are as follows:1. The paper divides the value system of government performance evaluation into three levels, such as value concepts, value carriers and value realization mechanism. Value concepts are a core of the value system; value carriers are the key of value system of government performance evaluation, which are located between value concepts and value realization mechanism; value realization mechanism discusses what kinds of solution, way or means are taken to realize value concepts. Value concepts, value carrier and value realization mechanism constitute a complete whole, and compose the whole value system of government performance evaluation.2. The value concepts originate from the public character of government, social demands of citizens and the practice of government performance evaluation. The county government need advocate the value concepts, such as fairness, participation, responsiveness,3E, and so on, which are concluded by examining the government performance evaluation practice of UK and reviewing the history of the practice of china government performance evaluation. Under the development of government performance evaluation, the county government need stick to the concepts, such as fairness, participation, responsiveness,3E, and so on so as to maximize the function of government performance evaluation.3. The chain of value supply carriers is "government function-work area-work department-department responsibility". Following the analytical logic-"decomposing and synthesizing", the function of county governments can be divided into economic regulation, market supervision, social management and public service. However, social management and public service are the main function of county governments; Work area includes thirteen areas: economy, education, science and technology, healthcare, traffic, resource and environment, labor and employment, population and family planning, civil society construction, social security and informatization construction. It doesn’t exist the relation of one-to-one correspondence between work areas and departments. One work area may only include one department or several departments, and one department may involve the work of different areas. The work responsibilities of every department can be summarized as strategy management, financial management, infrastructure management, management innovation and others. Performance evaluation indexes are designed according to the specific work responsibilities. The values of government performance evaluation are transferred into specific government works along this chain, and then takes root in practice.4. The organization model of government performance evaluation is divided into different categories with the one dimensional perspective of organization right and two dimensional perspectives of organization right and evaluation right, among of which possesses various value concepts. The government performance evaluation includes three organization models:the first party evaluation, the second party evaluation and the third party evaluation with the one dimensional perspective of organization right. From the two dimensional perspectives of organization right and evaluation right, the government performance evaluation can be divided into six basic patterns:Survey Evaluation, Assessment Evaluation, Decision Evaluation, Management Evaluation, Participation Evaluation, Supervision Evaluation. Each kind of pattern possesses different value and has a different applicable scope and conditions. We need to choose the most appropriate model or combination of several patterns to conduct the government performance evaluation according to the different needs in practice.5. The value realization mechanism of local government performance evaluation consists of the goals, processes and power. The value of government performance evaluation to achieve the goals, processes and power are not an independent content in the actual government performance evaluation, but are implicit in the government performance evaluation activities. The value realization process of government performance evaluation is divided into internal evaluation of organizational processes and external evaluation of the organizational processes. The value realization power of government performance evaluation can be divided into internal power and external power as well. The internal power is to improve government management needs and enhance the needs of the leader performance;.external power is mainly that the public needs of carrying out government performance, the external demonstration effect, and the central government attention.Due to the restrictions of time, effort, and academic ability, this paper exist shortages in the formation mechanism of the values, the embodies of value in the specific evaluation index, and the case amount of the test theory, and it needs to be researched further in the future.
