Improving government performance is a problem to public administration, but the key is how to valuate government performance. China begins to study government performance evaluation from the 1990s, but from the whole, government performance evaluation in China is still in the exploratory stage, and there are still many problems. As a result, identifying problems, finding the root of the problems and suggesting the corresponding solutions based on China's national conditions will undoubtedly contribute to the development of government performance evaluation.At the present stage, the problems about government performance evaluation in our country are mainly: having evading attitude to performance evaluation, having deviation to choose face of value of evaluation, having faulty about index system, failing to have effect making use of the result of evaluation, evaluation being short of norm, evaluation being short of the mature system basis, having system obstacle and so on. Among them, being short of the mature system basis and system obstacle are the most difficult problems of government performance evaluation in our country.Basing on imitating the relevant concepts as well as our country government performance evaluation, this article goes deep into the reasons of the problems of government performance evaluation in our country, and proposes the means and path of improving development of government performance evaluation. The article suggests to improve development of government performance evaluation all-round from theory, cognition, method and technology to system and mechanism, and attach importance to reinforcing theory study, attach importance to mentality regulates and controls, perfecting system of evaluation, promoting evaluation to institutionalize, cultivate performance culture, especially need to improve development of government performance evaluation from deep arrangement of ideas according structuring a response's evaluation system and cultivate the basic idea about designing system. Finally, the article suggests pushing forward the government performance evaluation from macro and micro, the central and local government at the same time. The proposal made in the paper can not only enrich the theories relevant to government performance evaluation, but also is helpful for the practical work of government performance evaluation.
