It has immediately aroused strong resonance among Chinese people. China Dream is the encouragement and guidance of Chinese people’s targets and dreams.The Eighteenth National Congress of the CPC has pointed out that the socialist system with Chinese characteristics in the security and promoting the great cause of socialism with Chinese characteristics has and will continue to show strong vitality and great superiority, to provide power support and institutional guarantee for the implementation of the "China dream". We must rely on institutional advantages to speed up the process of the realization of the "China dream". The Congress also pointed out that people of all ethnic groups must improve the theoretical, directional and institutional confidence in socialism with Chinese characteristics and continue along the right path. This kind of confidence and firmness is derived from the strong support of institutional culture. The institutional culture has two levels of connotation: firstly, the phenomenon of the existence of the institution, and secondly it is about the existence of the concept of the institution. The former is an axiomatic premise, and the latter is the focus of research. Only in people’s mind to create certain institution function, accepting regulations, abide the institutional constraints and defend the idea of institution authority, this article is the right way to show that people will do their best and move forward unswervingly along this path. In the present social transformation and the era of economic globalization background, the institutional culture for the realization of China’s socialist construction, China dream has the effect that cannot been ignored, which plays an important role in the cohesion of social consensus, adhere to the socialist direction, the realization of the path of the China dream. Only in this way, we can ensure the target of building socialism with Chinese characteristics and China dream can be achieved.Based on the points above, this article which is based on the core concept of "the institutional culture of China dream", taking the Marxism as a guide, the comprehensive use of literature, historical and comparative analysis and other methods, adhering to the unity of history and logic research principle and the combination of history and narrative way, explains the basic connotation of the China dream, institutional culture, China dream institutional culture, to clarify the basic relationship between China dream and the institutional culture, combining the historical accumulation of China dream and institutional culture, analyzing the problems and challenges faced by the current China dream institutional culture construction, looking for the country in the construction of the institution can be used as reference for the positive experience. At the same time, on the ideological and political education of college students in the construction of the Chinese dream system culture as the breakthrough point, this article discusses the relationship between China institutional culture construction and ideological and political education of college students and try to put forward the idea and strategy of the institutional culture construction of the China dream into the ideological and political education of College Students.
