The dissertation makes a further research on the theories of public participation, information publicity, administrative charge, and legalization of administrative charge.Chapter One mainly introduces on the structural analysis and the foundation of the theory. It starts not only from the basic concepts to the core theories, which include the meanings, characters, features and references of the administrative charge, but the construction of the administrative charge system. Besides, this part makes a further research on the basic meanings and legalization of the public participation, information publicity, administrative charge, and discusses the relationship between them.Chapter Two discusses on the current situation and problems of the administrative charge in China. By doing a review and introspection of the history and current situation, we find out the disadvantages and abusing reasons of the administrative charge systems. Furthermore, the problems and solving ways have been discussed at present.Chapter Three discusses on the ideal and reality of the legalization of administrative charge system in China. The part mainly introduces the legalization of the administrative charge from the time background and realistic significance, and then research the value goal. At last it finds out the basic patterns and the solutions to the problems.Chapter Four elaborates on the legalization of information publicity and administrative charge. From the analysis of the meanings of financial information publicity, the part discusses the achievements and confronting problems in the areas on information publicity of administrative charge. Furthermore, the administrative charge has been discussed and the information publicity and transparency of it may be the solutions to the problems.Chapter Five discourses on the legalization of public participation and administrative charge. A conclusion has been made from the analysis of public participation in administrative charge, the achievements and exiting problems about them have been analyzed. In order to solve the problems and promote the legalization process, public participation should be urged.The current administrative charge system reflects the distorting relationship between civil property right and administrative charge power. The reasons why the administrative charge power abuse still exits are the deficiency restriction of administrative power, the absence of right protection systems on civil property right, the uncontrollable and transferable administrative cost, the inadequacy of administrative information publicity and public participation. Among them, the key point is the significant relationship between the civil property right and administrative charge power. The administrative charge power can be regulated and restricted by promoting the information publicity and public participation. Everything we do is to make sure that the legitimacy, reasonability and responsibility of the administrative charge system are achieved, and every penny must be used for the people, which requires every penny government charges can be used for the people reasonably and efficiently according to the law.From the financial history of the world, to constrict government finance is the key way to control the government. Just as the proverb says, keep a close eye on the pocket of government. Only in this way, could the government be a transparent and responsible one, and the consciousness of civil right and participation may be cultivated and promoted. It is necessary to promote budget publicity, enforce budget democracy, and administrative transparency, especially the financial transparency, by promoting the public participation and public administrative information. Only in this way, can we reduce the cost of government, restrict the power abuse, and finally find out ways to walk out the vicious circle. By doing so, the administrative power can be regulated and constricted and the legalization of administrative charge will be achieved finally.
