On The Administrative Participation

In modern administration theory, citizen participation in public administration has been gradually regarded as an important standard to comment the level of modern administration of government. Therefore, it is the inner requirement of administration democracy to introduce administrative participation-to broadly involve citizen participation in administration process. But in modern China, under the atmosphere of society swift changing and economic developing fast, subject consciousness of citizen is uprising and the requirement of administrative participation is getting stronger and stronger. This requirement today is right on the contrary to the incomplete situation of administrative participation deeply in China. Thus, this article will get clear of administrative participation theory, take a survey on western experiences, and make a deep analysis on current situation and problems on administrative participation of China. At last, the article will conclude the source of generation and the development of the contradiction in order to find solutions correspondingly to develop and complete the administrative participation of Chinese characteristics.There are five chapters in this article. Preface introduces the problems and emphasizes the tendency and significance of administrative participation. Chapter One explains definitions and extensions of administrative participation. Besides, this chapter will also analyze base theory and function of administrative participation. Chapter Two focuses on the survey of western countries separately as the administration participation system of common law countries and that of civil law countries. This chapter specializes on analyzing the process construction of British and America at first, secondly analyzes the regulation system and right logic of continental countries. Chapter Three locates the current situation and problems of administrative participation of China. This chapter focuses on administrative legislation, enforcement and surveys the current situation of citizen participation in administrative decision-making which is independent with the former two processes. In Chapter Four, we try to seek for physical problem-solving approaches:proposing the specific methods respectively from the perspective of citizens and government access to construct civil society and complete the administrative participation system and enlarge channels of citizen participation in order to further enrich the arguments and answers of the issues related to the administrative democracy process.
