In China’s transitional development, there is inherent order and traditional valuesin rural communities. Yet rural order is transforming to modern society at an astonishingscale, and the membership structure of rural community is also changing accordingly.These changes that mingle new and old values together arouse kaleidoscopic socialbonds and relationship structures among social members of rural areas and also bringmultiple challenges to the social governance and development of these areas. In thisprocess, large amounts of the capable people in rural society rise. They are equippedwith extraordinary abilities in certain field in social, political, and economicdevelopment and have achieved splendid achievements and are playing an importantrole in rural order management and economic development. In2008, I participated inthe research practice team of my supervisor and came to a Qiang ethnic village—YunVillage in the earthquake region in response to the reconstruction needs in the wake ofWenchuan Earthquake in Sichuan. There, I participated in and recorded thereconstruction course of this village. Yun Village received a lot of attention and supportfrom government, enterprises as well as many social organizations. Under theguidance of rural capable people, villagers managed to complete house reconstructionof the entire village by self-organization. As a social governance mechanism,self-organization has two characteristics: first is the member interaction in thecommunity network, which involves the relationship feature and operation amongmembers as well as the resource and power exchange&reliance in this process; andsecond is the network structure within self-organization, which includes membershipcomposition and mobilization, and the structure and boundary of social network.Then, what mechanism contributes to the interaction among existing members? Howwould mobilization and building self-organization network influence the mechanismthat contributes to connection? This paper will analyze the role of the capable people inrural self-organization based on the case of Yun Village, elaborate the phenomenon ofcapable people, and explain the origin as well as the operational and developmentalmechanism of self-organization. Unlike previous studies which analyze capable people politics and village governance from village power structure and the perspective ofnation-society, this paper cuts to the topic from the perspective of self-organizationstudy,explores the possibility and dilemma of the self-organization,self-management,and sustainable development of villages with the help of the capable people, and hopesto provide ideas and reference for social management innovation in rural areas in newhistorical background.
