Manager of enterprises is the soul of enterprise, whose management competency is an important component of the core competitiveness of enterprises. The reform of human resource management system is an important part of the state-owned enterprise reform. The establishment of competency model in large-scale state-owned enterprises can select the appropriate managers adequate for the enterprise development strategies and play a strong supporting and facilitating role for the realization of enterprises’ goals and the implementation of enterprise development strategies. In addition, through the establishment of competency model, the staff recruitment and selection, compensation management, performance appraisal, staff training, staff promotion and development in human resources management system can be connected organically, eventually forming human resources systems of great strategic significance for enterprise development. Through the study on content and structure of competency of state-owned enterprises branch general manager and the study on the relationship between competency of managers and work performance, the paper can provide decision-making basis for the human resource management of middle and senior level managers in state-owned enterprises and other similar enterprisesThrough the analysis of characteristics of position and management activities of general manager of state-owned enterprises in China, with the application of behavioral event interviews, this paper obtains the competency of general managers of state-owned enterprises and proposes that the competency of transparent information, improved system and team creation are the significant characteristics of general managers of state-owned enterprises, which is different from the senior managers. Based on the results of behavioral event interviews, this paper designs a competency questionnaire of general managers of state-owned enterprise branches; through the exploratory factors analysis of the results of the questionnaire, this paper establishes a competency model of general managers of state-owned enterprise branches, and verifies it by use of structural equation method. It proposes the six dimensions of competency model of the general managers of state-owned enterprise branches composed of personal qualities, organization and development, capacity-orientation, equity-orientation, achievement-orientation and social capital; through the establishment of general manager performance indicator system of state-owned enterprise branches based on the balanced scorecard, this paper improves the problems of too harsh filtering conditions of the original Vague set indicators screening methods, and screens the performance indicators by adopting the improved methods of screening, based on which, the model of relationship between the competency of the general managers of state-owned enterprises and working performance. At the same time, with the use of survey data of the competency questionnaire of general managers of state-owned enterprise branches, and the application of structural equation method, empirical test of the model is carried out, this paper has achieved the following innovative results:(1) By the use of behavioral event interview method, through the coding analysis and comparison tests of interviews, this paper determines the 23 competency elements of state-owned enterprises general managers. Besides, through the comparison between the competency of senior level in state-owned enterprises and private enterprises, this paper points out the competency difference of the general managers of state-owned enterprises branch and other managers.(2) This paper designs a competency questionnaire of general managers of state-owned enterprise branches, and through the results, it proposes the competency model of the general managers of state-owned enterprise branches composed of personal qualities, organization and development, capacity-orientation, equity-orientation, achievement-orientation and social capital all together six competency. By adoption of structural equation method, confirmatory factor analysis is carried out to the model, and the results show that the model can effectively reflect the competency of general managers of state-owned enterprise branches.(3) Combining with the position characteristics of general manager of state-owned enterprises, this paper proposes a general manager performance indicator system of state-owned enterprise branches based on the balanced scorecard, and builds performance evaluation index set based on balanced scorecard. Aimed at the too harsh filtering condition of the current Vague set inspectors screening methods, it improves the method and screens the performance indicators by adopting the improved methods of screening, and proposes a general manager performance evaluation system of state-owned enterprise branches based on the balanced scorecard (4) By the use of questionnaire survey, adopting the structural equation method, this paper carries out the empirical study on the relationship between competency and working performance of general managers of the state-owned enterprises. The results show that the impact of competency are different on each dimension of working performance, and the competency of general managers of state-owned enterprise branches has a significant influence on the working performance, demonstrating the rationality of competency structure.
