A Rearch On The Relationship Of Cooperations And Exchange Among Yanbian, South Korean And North Korean After China Reform And Open

Yanbian Autonomous Prefecture of Korean Ethnic Minority (abbreviated to Yanbian autonomous prefecture) is designated as an autonomous prefecture due to the large number of ethnic Koreans living in the region, and is the only Korean Autonomous prefecture of30Minority Autonomous Prefectures in China. Yanbian autonomous prefecture adjoins to Korean Peninsula across the Tumen river. The Democratic People’s Republic of Korea (abbreviated to North Korea) is a socialist country in East Asia.The Republic of Korea (abbreviated to South Korea) is a sovereign state in the southern part of the Korean Peninsula. After the establishment of diplomatic relations, South Korea became a friendly neighbor of China from confrontation state.In popularity and geography, there is a special relationship among North Korea, South Korea and Yanbian Autonomous Prefecture. In geography, it is located in the central intersection of Northeast Asia. And it is the Land-ocean transportation hub among South Korea,North Korea,Russia. and China. The ancestors of the Korean ethnic group migrated from the Korean peninsula,most of them have much to do with consanguinity, affinity and relations formed through geographical links. During the "Cold War",Yanbian Autonomous Prefecture became the main window in communication and cooperation with North Korea by keeping the fighting friendship. Yanbian Autonomous Prefecture started the civilian exchange with South Korea because the relationship between China and South Korea is gradually turning from serious confrontation to ease.At the end of the"Cold War", the international situation is tending towards stability.Peace and development became the trend of the times. Economic globalization is developing despite twists and turns.With the disintegration of the "Cold War", the United Nations Development (UNDP) announced to the world that Tumen River delta was to be opened up by the circumjacent countries which supported by the UNDP.The main goal is to open up the international channel of air,sea and land in order to promote the International cooperation of Northeast Asia. Since then, Tumen River delta became the focus of the world. Yanbian Autonomous Prefecture, Ra Son region of North Korea as well as the Russian coastal delta became the key areas of the development in multinational cooperation. The development of Tumen river delta provided the unprecedented historical opportunities for the exchange and cooperation of China,North Korea and South Korea.At the stage of demonstration preparation and development of Tumen river delta,the relationship between China and North Korea were put into the orbit of benign development on the basis of the traditional friendship and the mutual visits of the Heads of the two countries.In August1992, China established formal diplomatic relations with South Korea, which created favorable conditions for communication and cooperation of Yanbian Autonomous Prefecture and South Korea.Taking full advantages of popularity and geography, Yanbian strengthened communication and cooperation with South Korea and North Korea.At the same time,the sea transportation route(Hunchun---Rajin--Sokcho) of passengers and goods was set up, the regular liners of Hunchun—chungjin--the west bank of Japan,the container transportation of Hunchun-Rajin-Pusan—Niigata as well as the international land-and-water coordinated transportation of Hunchun--Khaypudyr Bay--Pasan---Akita were opened. So far, Yanbian Autonomous Prefecture is preliminary realized the strategy of "rent dock to promote oversea business "which chinese government requests,the strategy created the new opportunity for the revival of Yanbian autonomous prefecture,Jilin Province.and the Three Provinces in Northeast. The establishment of International Land-ocean Transportation achieved initial success in trade, labor service export,tourism,culture etc., which directly promoted communication and cooperation between Yanbian Autonomous Prefecture and North Korea, Yanbian Autonomous Prefecture and South Korea.However, because of the impacts of the "Cold War"’s legacy, many countries in North-east Asia area are still under the limitations of the differences in social system and economy’s development level, which limits the expense onto the local government and is far from the assigned aim of UNDP. With the hope to promote the developments of Tumen River area, in september,2005, the five parties involved in the the development campaign of Tumen River era signed "The Action Plan of Great Tumen River Area" in Changchun, which has changed "Tumen River Area development project" into the "The Action Plan of Great Tumen River Area". After long and closed interaction of the senior officers from PRC and North Korea, the relationship between two countries has been greatly promoted into a new step, which can directly promote communication and cooperation between two counties. Yanji has rented No.1dock of Rajin Port, which has further deepened the strategy of "rent dock to promote oversea business ". At the same time, with the long and closed interaction of the senior officers from PRC and South Korea, a strategic partner relationship has been set up between two countries, which greatly promote the communication and cooperation between Yanbian autonomous prefecture and South Korea. Not long ago, three direct flight routes were set, which are Yanji-Soul, Shanghai-Yanji-Pusan, Yanji-Qingzhou. All these has a great impact on promoting the communication and cooperation between Yanbian autonomous prefecture and South Korea, Yanbian autonomous prefecture and North Korea. Yanbian autonomous prefecture’s economy and society has been enormously developed.In November,2009, China has officially signed "the Plan for development cooperation of Tumen River Area--take Chang-Ji-Tu as the Pioneer Zone of the opening ". In this, Chang-Ji-Tu as the Pioneer Zone has been promoted onto national strategy, and Yanbian autonomous prefecture has been facing the greatest opportunity to develop and be the first model area and Pioneer Zone to open among edge border cities in China. The key to "the Plan for development cooperation of Tumen River Area--take Chang-Ji-Tu as the Pioneer Zone of the opening " is the enhancement and expansion of the international thoroughfare. We need to make full use of the importance of being the window of North-east Asia area. On the base of currently operation of Hunchun-Zalubinau-Niigata-Sokcho route, work closely with North Korea and South Korea,open the international transportation route of Hunchun-Rajin-southeast coast area of China, successfully connected the flight route of Yanji-South korea-Janpan. The start of the loop-shaped tourism of China, Russia and North Korea was considered to be the new highlight of the border tourism between Yanbian autonomous prefecture and North Korea, Yanbian autonomous prefecture and Russia.Look forward to the future, the relationship between Yanbian autonomous prefecture and North Korea and North Korea, South Korea will gain further consolidation and growth. The relationship between Yanbian autonomous prefecture and North Korea will be furthered under the policy of "Inherite form the tradition, face to the future, behold good-neighbourliness and strengthen collaboration ". The strategic partner relationship between Yanbian autonomous prefecture and South Korea will be further deepened gradually. Under the great environment of the deepening and developing of the relationship between China and North Korea, China and South Korea and during the process of establishing Land-ocean Transportation of five countries in North-east Asia area and opening of the new Europe and Asia continental bridge, the communication and cooperation between Yanbian autonomous prefecture and South Korea, Yanbian autonomous prefecture and North Korea will be strengthened and deepened. In the practice of "the Plan for development cooperation of Tumen River Area--take Chang-Ji-Tu as the Pioneer Zone of the opening ", the communication between Yanbian autonomous prefecture and South Korea, Yanbian autonomous prefecture and North Korea should be strengthened, the cooperation fields should be expanded and deepened, and exchange the resources which we originally lack of. We could reach the "win-win" result during the cooperation.
